Supply Chain Analysis and Design of vaccine storage, distribution and network between State stores and service delivery points in Nigeria States

LOCATION/DURATION Duration: Two (2) months (8 weeks)- including up to three (3) weeks in-country engagement

Location: On-site working days: three (3) weeks in Nigeria States

Off-site working days: five (5) weeks remotely.

Field Missions/Travel: As applicable, Two (2) trips to Nigeria/States- One trip (up to one week) to facilitate stakeholders system design introduction/engagement, conduct related initial bottlenecks analysis and data collection; One trip (up to two weeks) to share results with stakeholders, gather feedback, gain consensus and plan development of costed implementation plan.

1. BACKGROUND To effectively contribute to Government of Nigeria’s vision of reaching every child everywhere with the right quantity of potent vaccines and other health commodities in a timely fashion, States’ vaccine and other public health commodities supply chains are being (re)designed to be fit for purpose, efficient and resilient.

In addition to planned national system redesign where States will directly receive vaccines from three entry hubs (Abuja, Kano and Lagos), a few states are implementing direct delivery (Push Plus) of vaccines from state stores to cold chain equipped health facilities with or without satellite local government stores. A mix of domestic and donor support have financed capital and operational expenditure of Push Plus in 8 Memorandum of Understanding (MOU) States (Bauchi, Borno, Kaduna, Kano, Katsina, Sokoto, Yobe, Zamfara) with states like Kano successfully financing about 100% of such costs from domestic resources. Lagos state is financing direct delivery from domestic resources while a Nationally managed system is financing the operations in Niger state. Varied use cases and potential lessons exist in the Direct Delivery States (MOU or Non-MOU) and the Non-Direct Delivery States. There is a need to analyze different system design models (and lessons from on-going direct delivery implementation) including potential benefits of alternative approaches such as distribution frequency, outreach/mobile clinic optimization, inventory levels. Similarly, States can identify and leverage immediate, medium and long-term resource sharing opportunities (integration) across specific supply chain functions. During this first phase, system design analysis will cover Niger, Gombe, Kebbi, Zamfara, Katsina, Taraba, Jigawa and Bayelsa.

2. PURPOSE This consultancy request proposals from in-country and remote individual consultants to landscape and analyze current modes and methods of vaccine and related commodities storage, distribution and network to the last mile, analyze alternative modes and methods of vaccine and related commodities storage, distribution and network to the last mile and provide evidence-based and context-based recommendations for optimizing state storage, distribution and network. Results will provide actionable and costed system redesign next steps to respective State Ministry of Health (SMOH), State Primary Health Care Development Agencies (SPHCDAs) leadership and implementing partners.

DETAILS OF THE SUPPLY CHAIN ANALYSIS AND DESIGN IN NIGERIA

3.0. DETAILS OF THE SUPPLY CHAIN ANALYSIS AND DESIGN IN NIGERIA

3.1. Activities The overall objective is to support SMOH/SPHCDA with analysis, evidence and guidance to optimize respective state’s end-to-end storage, distribution and network of vaccine and related products through the system design approach. Using supply chain and programme indicators such as coverage or product availability, cost, supply chain extension/expansion/reach, estimated and actual population served, equity, sustainability, risk etc. (as appropriate), specific activities include: 3.1.1. Landscape Analysis and Alternative scenarios a. Conduct a landscape assessment of the different (state-wide) methods of vaccine and dry commodities entry-point, storage (including number and type of storage, CCE location etc.), distribution (including transport mechanisms, frequency etc.) and network design (including push plus or other) from the state store, through Local Government Area (LGA) stores to all state service delivery points (including outreach and mobile services). b. Facilitate stakeholder engagement meeting where stakeholders conduct initial bottleneck analysis and outline alternative options (to those in a above) for storage, distribution and network design for vaccines and dry commodities from the state store through LGA stores to all service delivery points (including outreach and mobile services) including i. Sub-state level alternative scenarios in up to ten low performing (based on coverage, landscape, accessibility etc.) LGAs. ii. Integration opportunities between EPI supply chain and broader public health supply chains. c. Develop supply chain and programme indicators (including coverage, equity, cost, risk, sustainability etc.) to compare baseline and alternative vaccine and dry commodities storage, distribution and network design options. 3.1.2. Scenario Analysis and recommendations a. Collect data and analyze baseline and alternative scenarios outlined in 3.1.1b above including integration opportunities and sub-state alternative scenarios in up to ten low performing LGAs. i. To facilitate stakeholder decision making, this analysis will also include optimal supply chain design analysis across all levels, direct delivery from state stores to health facilities (with or without level jumping) and use of innovations for hard to reach or low performing LGAs. b. Develop system redesign recommendations based on analysis in 3.1.2a above.

3.1.3. Post-analysis and implementation plan a. Facilitate results sharing meeting with State stakeholders to collect feedbacks and decisions for implementation b. Develop roadmap and costed implementation plan.

3.2. Deliverables The deliverables of the supply chain analysis and design will make use of supply chain and programme indicators (including coverage, equity, cost, risk, sustainability etc.). Specific deliverables include:

3.2.1. Landscape Analysis and Alternative Scenarios (see Section 3.1.1) a. Landscape assessment report of the different (state-wide) methods of vaccine and dry commodities entry-point, storage, distribution and network. b. Report of States’ stakeholders workshop including ranked list of alternative scenarios, session outcomes, stakeholders engaged, suggested indicators for analysis etc. 3.2.2. Scenario Analysis (see Section 3.1.2) a. Results of baseline and alternative scenario analysis including immediate, medium and long-term recommendations (including in up to ten low performing LGAs per State)

3.2.3. Post-analysis and implementation plan a. Report of States’ stakeholders workshop including prioritized alternative scenarios, session outcomes, draft implementation plan etc. b. Costed roadmap and implementation plan to support phased implementation of prioritized alternative scenarios

3.3. Methodology and Technical Approach a. Mixed methods: The method for the supply chain analysis and design in Nigeria States will be a mix of quantitative (including for example optimization and modelling, comparative analysis etc.) and qualitative analysis (including interviews, site visits etc.). b. Multi-partner and engaging: It will be collaborative, involving government (from all supply chain levels) and state and national level partners. c. Data-driven: For all the analysis, programme and supply chain metrics/indicators must be used. d. Clarity and prioritization: Assumptions must be justified, analysis clear and concretely identify projected outputs/impacts of system design changes. Such analysis and outputs should prioritize changes as immediate, medium and long term.

3.4. Roles and Responsibilities Depending on competencies and previous demonstrable work experience, consultants can propose to carry out the engagement in one or more States (see Section 2.0). This should be clearly reflected in the technical and financial proposals. • Consultant: Will carry out activities listed in Section 3.1. and achieve the deliverables in Section 3.2. • UNICEF Country Office  will facilitate (especially where consultant has no staff presence/office) access to relevant stakeholders, data sources, preparation of in-country meetings and additional information on context.  will contribute to reviewing data templates and results of analysis, providing contextual feedback for improvement.  is responsible for on-going supervision with respect to consultant achieving activities listed in the TOR • UNICEF Supply Division  manages contracts/payments of the consultant  contribute to reviewing data templates and results of analysis  is responsible for on-going supervision with respect to consultant achieving activities listed in the TOR and certifying deliverables

3.5. Timeframe The supply chain analysis and design in Nigeria is for an estimated period of two (2) months/eight (8) weeks. All final versions of report deliverables (outlined in Section 3.2) should be available not more than two (2) calendar weeks from the final day of the contract.

3.6. Reporting and Language Requirements • All reports shall be required in English. • Reports should be in word and pdf formats (with accompanying documents that shows analyses that inform aspects of the report). • All other deliverables should be in accessible formats

3.7. LOCATION AND DURATION This consultancy could be implemented by consultants who are either based in Nigeria or remotely, with trips in-country, as applicable. Against each activity (in Section 3.1), it should be stated if these activities would be implemented on-the-ground or remotely.

To qualify as an advocate for every child you will have...

Education: University degree is required (Advanced degree an advantage), preferably in relevant field (e.g. supply chain management, engineering, global health, international development studies, procurement, logistics, or other quantitative degree). Applicable work experience can substitute in cases where university degree is not aligned to a relevant field.

Work Experience: At least 8 years of experience in international public health programme management including 3 years in immunization, with experience in resource-limited environments, preferably in the areas of: • Supply chain operations • Assessing and measuring supply chain performance • Supply chain network analysis • Supply chain bottleneck analysis • Network/supply chain optimization • Familiarity with inventory policies, distribution outsourcing, segmentation strategies, integration of health products, and other system design strategies

Experience interfacing with national and sub-national ministries of health (including in Nigeria) is an advantage.

Language: Written and spoken fluency in English. Fluency in in-country language an advantage.

For each State, each proposal will be assessed first on its technical merits, against the listed technical evaluation criteria and subsequently on its price. The proposal(s) obtaining the overall highest score after adding the scores for the technical and financial proposals is/are the proposal(s) that offer best value for money and will be recommended for the consultancy.
