Purpose of Activity/Assignment:

The implementation of the Social Protection Strategy (NSPS 2019-2025) is supervised by a Steering Committee led by Minister of Social Development (MOSD) and consists of high-level representatives from relevant ministries and civil society organizations. The implementation will be supported with an Implementation Support Unit (ISU) that will be based at the MoSD and reports to the steering committee. The ISU will include technical teams which will oversee multiple thematic technical committees, support the resources mobilization and partnership, coordinate with the governmental entities, and undertake the monitoring and evaluation activities. The establishment of Unit is part of a larger EU-MADAD supported program led by UNICEF and ILO to provide technical assistance and facilitate the implementation of the Strategy.

Under overall guidance form ISU Director and UNICEF team, the Senior Technical Coordinator will assume a strategic leadership role to strengthen the functions of the ISU, coordinate the activities of the Unit, and gives direct support to work of the strategy’s technical committees. The Senior Technical Coordinator will act as a liaison between UNICEF, ISU unit, and committees supporting the implementation of the strategy. S/he will manage the work of the technical team and provides day-to-day support to the overall activities of the ISU.

Scope of Work:

•Play a leading role in strengthening coordination of the different structures and actors involved in the implementation of the NSPS 2019-2025

•Facilitate the strategy implementation activities under UNICEF-ILO joint programming, and compliance with provision, guidelines and reporting requirements.

•Provide direct technical support to the strategy’s committees including development of work plans per pillar, regular meeting and consultations, follow up, and documentation.

•Provide support and supervise the performance and technical work of the ISU staff

•Coordinate with M&E and the ISI technical staff to ensure projects’ performance indicators are monitored and reported regularly as required

•Analyze the actual progress of project implementation versus planned progress, and bring to the attention of ISU Director and UNICEF team any bottlenecks that may impede smooth implementation;

•Review and make sure that progress reports are prepared regularly according to the agreed guidelines and coordinated with input from different units and involved stakeholders.

•Produce timely concepts papers, strategic notes, quality briefings, and policy updates related to the social protection sector

•Perform any other project-related duties requested by ISU director and UNICEF team.

To qualify as an advocate for every child you will have…

• Education: A Master’s degree or greater in a relevant field such as applied social sciences, development studies, or economics. A first university degree with two years of additional relevant experience may be accepted in lieu of advanced university degree.
• Experience: A minimum of 8 years of progressive responsibility in management or in coordinating technical and development programming, preferably in the social protection or social development sectors.
• Direct experience in working with the Government of Jordan on policy dialogue and supporting the implementation of the projects/program activities
• Technical expertise in Social Protection or any relevant field.
• Strong leadership, communications, teamwork, mentoring and management skills proved in prior assignments.
• Demonstrated abilities in staff supervision and program/project results monitoring and reporting.
• Experience and demonstrated capacity for writing high-level documents, concept papers, and policy notes.
• Excellent interpersonal skills required for high level engagement with government departments and other stakeholders
• Excellent English and Arabic verbal, writing, and editing skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
