Consultancy title: Senior Behavioral Data Analyst

Duration: 60 days

1 June 2021 – 30 November 2021

Duty Station: Home based/Remote support

Under the overall supervision of the UNICEF Regional Adviser, the MENARO Senior Behavioral Data Consultant has the responsibility to expertly gather, synthesize and visualize country-level COVIDD-19 risk communication and community engagement (RCCE)/behavioral data and support academic-standard documentation of the same.

How can you make a difference?

Risk Communication and Community Engagement (RCCE) is one of the key pillars of UNICEF’s COVID-19 response. UNICEF Communication for Development is co-leading COVID-19 RCCE efforts at the Interagency level (jointly with WHO and IFRC) as well as leading UNICEF RCCE work (together with key sectors, divisions and programs).

As the pandemic evolves, and as the vaccine roll -out continues, the importance of behavioral insights in informing next phase of the RCCE response is critical to sustain vigilance for public health measures and to boost vaccine confidence.

There is growing availability of RCCE data in MENA region which is creating unrealized opportunities for robust behavioral insights-driven localized interventions. Considering the complex nature of the RCCE evidence generated across the region, recognizing the specialized field of behavioral science, and the paucity of published behavioral data from the region, the senior behavioral data consultant will provide technical expertise to address these priority data needs.

Responsibilities

  • Contact focal points in country offices to identify and organize behavioural (KAP) data sources by country, sub/populations, and other important variables, including qualitative and quantitative sources
  • Liaise with UNICEF country offices and other partners to gather existing country KAP data sets and analyse by motivational factors, towards segmentation of audience or personas

  • Consolidate available behavioural data from countries, by common standardised variables and behavioural outcomes to identify insights and trends

  • Manage the advanced analysis of 23 country regional KAP studies (Geopoll), including regional and sub-regional trends, identification of predictive factors for COVID-related behaviours

  • Triangulate data wherever possible, including thematic analysis of qualitative data such as social listening sources
  • Liaise with UNICEF MENARO and global RCCE collective services to represent MENA data on dashboards
  • Provide direct technical support to countries on behavioural data needs and comprehensive data strategies
  • Contribute to formal publications in relevant peer reviewed journals and reputable fora

To qualify as an advocate for every child you will have…

  • An advanced degree in statistics, epidemiology, analysis of behavioral statistics in the context of application to pandemics, public health, or international development and social/behavior change programmes
  • COVID-specific or pandemic experience is an advantage
  • Minimum 5 years of experience in statistical analysis and/or epidemiological or behavioral insights data management in the development or humanitarian sector
  • Expert level qualitative and quantitative research skills
  • Knowledge of spreadsheet tools such as Microsoft Excel or Google Sheets; and data visualization assets such as Tableau or Power BI
  • Publication record
  • Ability to produce high standard deliverables in English; French and Arabic is an advantage
  • Previous experience in working in close collaboration, networking with WHO, UN and government counterparts

Applicants are also required to indicate availability and financial quotation in USD to undertake the terms of reference above.

No travel arrangements are required.

Payment Schedule:

PROPOSED PAYMENT SCHEDULE: Monthly

UNICEF will pay a lump sum payment monthly, based on submitted progress reports. Workplan will be discussed and agreed upon with supervisor at the beginning of each month.
