BACKGROUND:

The Government of Jordan launched the National Social Protection Strategy (NSPS 2019-2025) in May 2019. The strategy aims at enhancing coverage and better outcomes for the most vulnerable groups through improved targeting, strengthened institutional capacity, and enhanced coordination. In this perspective, the strategy represents an overarching framework to maximize synergies and ensure effective integrated approaches by considering the following areas of the SP system: social assistance, social services, social insurance, and labour market policies.

The strategy is organized around three pillars – collectively directed at a decent life for targeted groups – through provision of a comprehensive, transparent and equitable social protection system. The first pillar focuses on opportunities for families to be economically self-sufficient through the labor market. The second pillar focuses on empowerment of the population through education, health care and protection services that support those with special needs remain integrated into their families and communities. The third pillar focuses on targeted social assistance that allows the poor to maintain a basic level of consumption with dignity.

The implementation of the Social Protection Strategy is supervised by a Steering Committee led by Minister of Social Development (MOSD) and consists of high-level representatives from relevant ministries and civil society organizations. The implementation will be supported with an Implementation Support Unit (ISU) that will be based at the MoSD and reports to the steering committee. The ISU will include technical teams which will oversee multiple thematic technical committees, support the resources mobilization and partnership, coordinate with the governmental entities, and undertake the monitoring and evaluation activities. The establishment of Unit is part of a larger EU-MADAD supported program led by UNICEF and ILO to provide technical assistance and facilitate the implementation of the Strategy.

DESCRIPTION OF ASSIGNMENT:

Under the overall guidance of the ISU director and direct supervision from a senior technical coordinator, the Resource Mobilization Specialist will be responsible for identifying and nurturing strategic relationships with key development players in support of the NSPS strategy and its priorities. The Resource Mobilization Specialist supports the ISU developing strategic partnerships and leverage resources to achieve results of the NSPS strategy. In addition, the Resource Mobilization Specialist will develop relevant materials and tools needed to support the implementation of the NSPS strategy.

SCOPE OF WORK & DELIVERABLES

  • Development / revision of a detailed Partnership and Resource Mobilization (PRM) Strategy with planning tools to implement the strategy.
  • External and internal analysis for assessing office opportunities for resource mobilization.
  • Negotiation, drafting and revision of agreements with donors. Monitoring of overall implementation of agreements.
  • Scanning of the opportunities in the country based on partner-specific intelligence and the competitive landscape; identification where the office competency strengths overlap with partner/client needs
  • Analysis of key development and thematic areas currently being discussed and implemented in the country and key donors willing to support policies
  • Assessment of the level of office engagement with each donor: type and level of contact and areas of interest; development of strategy to position the office to become a priority partner for the donor.
  • Identification of emerging sources of funding; assessment of their current usage and potential for the future.
  • Development of specific donor fund-raising strategies and approaches.
  • Provide quality assurance to office and donor progress reports
  • Implementation of office strategy for partnering with international development partners and UN Agencies.
  • Prepare comprehensive, analytical and substantive briefs, reports, statistics and other communications material in support of fundraising efforts.
  • Provide assistance to coordinate donor missions and meetings and prepare material/documents for donor meetings.

To qualify as an advocate for every child you will have…

Education: Master’s Degree or equivalent in Business Administration, Economics, Social Sciences, International Relations, Political Sciences or related field.

Experience****:

  • 5 years of relevant experience at the national or international level involving multi-stakeholder projects and partnership development;
  • Extensive experience in research and policy-level analysis;
  • Ability to provide clear messages on complex information;
  • Ability to seek and synthesize information from a variety of sources and draw solid conclusion based on in depth analysis;
  • Good communication skills, including the ability to write high quality reports, conduct studies and to articulate ideas in a clear and concise style;
  • Excellent interpersonal skills, teamwork and adept at working with people of diverse cultural and social backgrounds;
  • Ability to coordinate well with personnel within and outside the government, meet deadlines, and work with minimal supervision.

Languages: Excellent English and Arabic verbal, writing, and editing skills.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
