Purpose of Activity/Assignment:

JCO is seeking an experienced consultant to support the development of a Resource Mobilization Strategy in support of the implementation of the new country programme (2023-2027).

Scope of Work:

UNICEF Jordan Country Office (JCO) has an annual programmable budget of approximately US$125 million. The UNICEF Jordan Country Programme 2018-2022 has components of Health/Nutrition, Education, Child Protection, Youth, Social Protection & Policy and WASH. The Country Programme is transitioning into more upstream and integrated programming. The JCO is currently developing a new Country Programme for the programme cycle 2023-2027 which aims to address the urgent needs of children while transitioning from a predominantly humanitarian response towards a more nexus-based programme with increased system based and upstream level approaches. As part of the development of a new Country Programme, JCO will also develop a new Resource Mobilization Strategy to align its fundraising with the priorities and focus of the new programme.

While humanitarian funding will remain a part of the new Resource Mobilization strategy, efforts must be undertaken to more strongly reflect the broadening of focus to include the longer-term. The new strategy will also more strongly reflect multi-dimensional poverty and the effects on children. It will also focus more strongly on non-traditional donors, the private sector and untapped markets. Given the particularly challenging fundraising environment for UNICEF programmes in Jordan ten years into the Syrian Refugee crisis, as well as the unpredictability of the external environment, JCO is seeking an experienced consultant to support the development of a Resource Mobilization Strategy in support of the implementation of the new country programme.

The Resource Mobilization Strategy should build on the lessons learned from the current programme cycle and be informed by the specific country and regional programming and partnership context. The strategy should build on an analysis of the resource mobilization environment for Jordan and reflect donor priorities and trends. The strategy should further include an analysis of current and potential donors, through a sustainable partnerships’ lens. The strategy should include a maintenance plan of current partners identifying areas of improvement and best practices. The strategy will highlight the transition towards more development funding. Further, the document should outline areas and strategies for pursuing new partners, including the private sector, national committees, non-traditional donors and strategies to leverage resources for children through other partners and stakeholders. In addition, the document should identify targets and indicators for resource mobilization and donor engagement/partnerships.

How can you make a difference?

The methodology involves both desk research, discussions with key UNICEF staff in Jordan (including Regional Office), and interviews with key stakeholders. The assignment will be undertaken remotely. The methodology used to develop the Resource Mobilization strategy entails the following three phases, which should be reflected in the deliverable:

  1. Analysis of past resource mobilization and broader partnership experience
  • Analysis of income by funding type, donor, trends etc.
  • Strategies and action pursued in the past and their results
  • Review of contribution management experience and lessons learned
  1. Analysis of current resource mobilization and broader partnership environment and future needs
  • Analysis of aid environment (national, regional and global) and stakeholder views and perceptions
  • Analysis of context and opportunities in Jordan and how they may affect resource mobilization efforts, for three scenarios (most likely, best case, worst case)
  • Identify new funding opportunities from both public and private sources
  • Identify key areas of broader partnership, leveraging the sustainability work undertaken by other stakeholders in the country
  1. Development of Resource Mobilization Strategy, with the expected deliverables:
  • Develop Resource Mobilization Strategy covering previous analysis, engagement with public, private, and non-traditional donors, and mechanisms for implementing the strategy.
  • Develop relevant annexes: two-year action plan (with monitoring framework); public and private partners mapping; and key advocacy messages to guide dialogue with donors.

To qualify as an advocate for every child you will have…

  • Education: Bachelor’s degree (required) or Master’s degree (desired) in Development, Social Policy, Health, International Relations, or relevant field.
  • Work Experience: A minimum of five years of professional experience in one or more of the following areas is required: donor relations/partnerships, reporting.

    Technical Knowledge: A good knowledge of UNICEF partnership and resource mobilization environment and approaches. Advanced understanding of donor environment within the Jordan and MENA context. Preference for experience in resource mobilization strategy development, in particular in a country office context. Ability to clearly and concisely express ideas and concepts in written and oral form. Ability to research, analyze and synthesize information. Proven familiarity with UNICEF partnership context. Ability to work with people from various background and context.

    Language: Fluency in English (written and spoken) is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
