The Government of Jordan launched the National Social Protection Strategy (NSPS 2019-2025) in May 2019. The strategy aims at enhancing coverage and better outcomes for the most vulnerable groups through improved targeting, strengthened institutional capacity, and enhanced coordination. In this perspective, the strategy represents an overarching framework to maximize synergies and ensure effective integrated approaches by considering the following areas of the SP system: social assistance, social services, social insurance, and labour market policies.

The strategy is organized around three pillars – collectively directed at a decent life for targeted groups – through provision of a comprehensive, transparent and equitable social protection system. The first pillar focuses on opportunities for families to be economically self-sufficient through the labor market. The second pillar focuses on empowerment of the population through education, health care and protection services that support those with special needs remain integrated into their families and communities. The third pillar focuses on targeted social assistance that allows the poor to maintain a basic level of consumption with dignity.

The implementation of the Social Protection Strategy is supervised by a Steering Committee led by Minister of Social Development (MOSD) and consists of high-level representatives from relevant ministries and civil society organizations. The implementation will be supported with an Implementation Support Unit (ISU) that will be based at the MoSD and reports to the steering committee. The ISU will include technical teams which will oversee multiple thematic technical committees, support the resources mobilization and partnership, coordinate with the governmental entities, and undertake the monitoring and evaluation activities. The establishment of Unit is part of a larger EU-MADAD supported program led by UNICEF and ILO to provide technical assistance and facilitate the implementation of the Strategy.

DESCRIPTION OF ASSIGNMENT:

Under the overall guidance of the ISU director and direct supervision from a senior technical coordinator, the Partnership and Communication Specialist will be responsible for identifying and nurturing strategic relationships with key development players in support of the NSPS strategy and its priorities.

The Partnership and Communication Specialist will develop relevant materials and tools needed for developing strategic partnerships and leveraging resources to achieve results of the NSPS strategy. In addition, the Partnership and Communication Specialist will ensure the ISU has a clear communication strategy and associated work plan to support the implementation of the NSPS strategy

SCOPE OF WORK & DELIVERABLES

• Development / revision of a detailed Partnership and communication Strategy with planning tools to implement the strategy.
• External and internal analysis for assessing office opportunities for resource mobilization.
• Negotiation, drafting and revision of agreements with donors. Monitoring of overall implementation of agreements.
• Manage media relations including the establishment of successful and regular contact and close collaboration with media outlets/actors, creating advocacy/media materials, and facilitating media coverage of relevant ISU /NPSP activities both through web-based and traditional outlets as needed.
• Monitor media coverage and share information with ISU and UNICEF related to the NSPS and Social Protection sector as a whole.
• Analysis of key development and thematic areas currently being discussed and implemented in the country and key donors willing to support policies.
• Identification of emerging sources of funding; assessment of their current usage and potential for the future.
• Development of specific donor fund-raising strategies and approaches, ensuring that fund-raising activities are supported by effective advocacy and communication strategy and activities.
• Provide quality assurance to office and donor progress reports
• Implementation of office strategy for partnering with international development partners and UN Agencies.
• Prepare comprehensive, analytical and substantive briefs, reports, statistics and other communications material in support of fundraising efforts.
• Develop high quality media and advocacy materials, and provide support/advice to ISU staff and program partners on all aspects of external relations/ communication as required
• Provide assistance to coordinate donor missions and meetings and prepare material/documents for donor meetings, and organize partnership and visibility events as needed.

To qualify as an advocate for every child you will have…

Education: A Master’s degree or equivalent in Media/ Communication, Business Administration, Economics, Social Sciences, International Relations, Political Sciences or related field.

Experience:

• 5 years of relevant experience at the national or international level involving multi-stakeholder projects and partnership/communication support;
• Extensive experience in research and media analysis; media relations, and advocacy
• Ability to provide clear messages on complex information; and to promote better understanding of the ISU work and support to the implementation of the NSPS.
• Ability to seek and synthesize information from a variety of sources and draw solid conclusion based on in depth analysis; and ability to develop high level media and advocacy materials/content.
• Good communication skills, including the ability to write high quality reports, conduct studies and to articulate ideas in a clear and concise style;
• Excellent interpersonal skills, teamwork and adept at working with people of diverse cultural and social backgrounds;
• Ability to coordinate well with personnel within and outside the government, meet deadlines, and work with minimal supervision.

Languages: Excellent English and Arabic verbal, writing, and editing skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
