Work experience:

The implementation of the Social Protection Strategy (NSPS 2019-2025) is supervised by a Steering Committee led by the Minister of Social Development (MOSD) and consists of high-level representatives from relevant ministries and civil society organizations. The implementation is supported with by an Implementation Support Unit (ISU) based at the MoSD which reports to the steering committee and works within the Policies and Institutional Development Directorate under the Secretary General of MOSD. The ISU oversees multiple thematic technical committees including members from different governmental agencies, support the resources mobilization and partnership, coordinates with governmental entities, and undertakes the monitoring and evaluation activities for the NSPS.

Under overall guidance from the ISU Director and UNICEF team, the MIS Specialist will support the functions of the ISU, by enhancing the MIS structure to support operationalising the strategy and monitoring its progress. Under the overall guidance of the ISU Director, the MIS specialist will be responsible for the management and integration of various systems within the Ministry, including the MOSD MIS, E-service portal, National Unified Registry and more. This includes the establishment of necessary information systems, data management processes and dashboards to improve data accessibility and quality for performance measurement.

The MIS specialist will be expected to support relevant entities in the ministry to strengthen their capacity in information system design and structure as well as their data management practices to produce timely evidence and accurate measures for key performance indicators.The MIS specialist will be working in close collaboration with the ISU M&E specialist and is expected to coordinate information management related activities with focal points representing line ministries, development partners, non-governmental and civil society organization.

How can you make a difference?

Scope of Work: • Analyse business processes outlining problems, opportunities, and solutions. Develop process improvement plan for increased efficiency and cost effectiveness. • Developing and executing the MIS plan including strategic and operational requirements, stakeholder analysis and engagement, budget requirements and schedules. • Support development and execution of an operational plan to activate the MIS and its components within sectoral directorates at the Ministry • Evaluate and enhance Standard Operating Procedures within the MIS and provide recommendations to enhance performance and usability of the MIS especially in relation to data accessibility and reporting in accordance with Key Performance Indicators • Develop indicators to measure user of commitment to the MIS by the MOSD units at the sub-national level • Establish a periodic maintenance and servicing plan for the MIS system. • Support development and maintenance of standardized MIS policies and procedures across business applications and ensure data accuracy and security. • Coordinate and monitor progress of MIS related activities according to monthly timelines, identifying gaps in delivery, proposing solutions in collaboration with the relevant stakeholders. Including generation of reports in timely and accurate manner. • Support with producing routine information products and reports including dashboards, KPIs and other relevant metrics. • Coordinate with MIS team and cross-functional teams to ensure that technology, infrastructure and operational requirements are met and to help address issues • Provide technical support to assess hardware, software, and human resource adequacy, and support ensuring accessible and fully functional information management systems. • Assess and implement new technology solutions to improve productivity. • Build the capacity of key staff and stakeholders on best practices regarding information management, evidence-based decision making, data quality assurance, data protection, using new/upgraded digital system and other related activities on regular basis • Reflect the monitoring and evaluation framework of the new national social protection strategy into the online system

To qualify as an advocate for every child you will have…

  • Education: A university degree in Management Information Systems, ICT, Computer science, Software engineering or equivalent field.
  • Experiance: A minimum of 6 years of experience in areas of information and data management, data analysis, and data visualization. Familiarity with M&E databases to collect performance indicators. A strong background in Performance Monitoring. Expertise in Social Protection sector or any relevant field. Demonstrated abilities in program/project results monitoring and reporting. Strong organizational, writing, and communications skills. Ability to coordinate well with personnel within and outside the government, meet deadlines, and work with minimal supervision Excellent English and Arabic verbal, writing, and editing skills. National candidates only.

Insurance:

The Consultant is fully responsible for arranging, at their own expense, such life, health, and other forms of insurance covering the term of the Contract as he or she considers appropriate, taking into account, among other requirements.

Applications submitted without a financial proposal will not be considered. The financial offer should be a lump sum for the whole assignment + Travel.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
