Under the overall guidance of the ISU director and direct supervision from a senior technical, the MIS specialist will be responsible for the establishment of necessary information systems, data management processes and measures to support timely and quality monitoring of the NSPS results. The assignment will include activities related to assessment of current MIS structure in the ministry, enhancements of current information systems structure, processes and practices, and ensuring availability of timely and quality data to measure progress of the NSPS action plan indicators.

The MIS specialist will be expected to support relevant entities in the ministry to strengthen their capacity in information system design and structure as well as their data management practices to produce timely evidence and accurate measures for key performance indicators.

The MIS specialist will be working in close collaboration with the ISU M&E specialist and is expected to coordinate information management-related activities with focal points representing line ministries, development partners, non-government and civil society organizations.

How can you make a difference?

The MIS Specialist will have the following duties and responsibilities:

  • Support identification of information requirements and resources required to measure progress of the National Social Protection Strategy NSPS results and action plan.
  • Support the coordination and implementation process of the MIS mapping and assessment exercise in the Ministry of Social Development MOSD.
  • Support development of broad knowledge of the ministry’s business and technology requirements and needs for a robust MIS capacity with focus on elements to support monitoring the implementation of the NSPS.
  • Support Identifying issues, risks and benefits of existing and proposed information solutions and outlining business impacts on the NSPS as well as MOSD overall structure.
  • Support business and process analysis, outlining problems, opportunities, and solutions. Develop process improvement plan for increased efficiency and cost effectiveness.
  • Provide support to build and execute MIS plan including strategic and operational requirements, stakeholder analysis and engagement, budget requirements and schedules.
  • Support establishment of periodic maintenance and servicing plan of MIS system to improve operational efficiency.
  • Support development and maintenance of standardized MIS policies and procedures across business applications and ensure data accuracy and security.
  • Coordinate and monitor progress of MIS related activities according to monthly timelines, identifying gaps in delivery, proposing solutions in collaboration with the relevant stakeholders. Including generation of reports in timely and accurate manner.
  • Support with producing routine information products and reports including dashboards, KPIs and other relevant metrics.
  • Coordinate with MIS team to ensure that technology, infrastructure and operational requirements are met.
  • Coordinate with cross-functional teams to address and resolve complex problems/issues and work collectively and efficiently.
  • Provide technical support to assess hardware, software, and human resource adequacy, and support ensuring accessible and fully functional information management systems.
  • Recommend and implement new technology solutions to improve productivity.
  • Support with strengthening the capacity of key staff and stakeholders on best practices regarding information management, evidence-based decision making, data quality assurance, data protection, using new/upgraded digital system and other related activities on regular basis.

To qualify as an advocate for every child you will have…

  • Education: A BA degree in Management Information Systems, ICT, Computer science, Software engineering or equivalent field.
  • Experience: A minimum of 10 years’ experience in the fields of MIS project management, Software development, System analysis and Business analysis.
  • A minimum of 5 years of progressive responsibility leading MIS projects in the public sector or large institutions/organizations.

Knowledge/Expertise/Skills required:

  • Experience in areas of information and data management, data analysis, and data visualization.
  • Familiarity with M&E databases to collect performance indicators.
  • A strong background in Performance Monitoring.
  • Expertise in Social Protection sector or any relevant field.
  • Demonstrated abilities in program/project result monitoring and reporting.
  • Strong organizational, writing, and communications skills.
  • Ability to coordinate well with personnel within and outside the government, meet deadlines, and work with minimal supervision.
  • Language: Excellent English and Arabic verbal, writing, and editing skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
