Jordan child protection programme is built on strong evidence base data and situation analysis related to Violence Against Children in humanitarian and development context. The programme aims to support the Government of Jordan (GoJ) to improve legislative, policy framework and capacity of government to prevent and respond violence abuse, neglect and exploitation; improve equal access to quality child protection services; and increase capacity of families, communities to protect and prevent to reduce violence. Humanitarian response to refugee population has been an important focus of the programme.

DESCRIPTION OF ASSIGNMENT:

Under the overall guidance of the Deputy Representative and/ Chief Child Protection, the senior child protection specialist is accountable to support the development of the CP component of the Country Strategy Note including Theory of Change and Monitoring Framework of the Child Protection outcome as part of Jordan new Country Programme Document 2023-2027

SCOPE OF WORK & DELIVERABLES

- UNICEF guidance on PSN and ToC development in line with global best practices - Alignment with: UNICEF Global Child Protection Strategy 2021-2030, UNICEF Strategic Plan 2022-2026; UNICEF Gender Action Plan 2022-25 and regional commitment to Accelerate Action to End Violence Against Children - Special attention will be given to the interlinkages of two mutually reinforcing programme strategies: (1) Address the social, cultural, and economic determinants of child protection violations (2) To support the inclusive and effective child protection systems in preventing and responding to child rights violations. The system strengthening area of work will build on global guidance (forthcoming) on benchmarks, phases, and measurement. The social and behavioral change strategies will aim at defining clear and measurable behavioral results informed on evidence of drivers of behavior and what is likely to work at scale. - Gender transformative approaches will be integrated across the child protection strategies with clear benchmarks - The proposed strategy will take stock of critical evaluations of the programme and review of the social service workforce in Jordan - Working at scale with impact will be used as primary consideration for prioritization - Systematically promote the delivery of child protection through and with others with special focus on the linkage with social protection, youth and education.

To qualify as an advocate for every child you will have…

Education: Advanced university degree, preferably in Social Sciences, Human Rights, Law and Behavior Science .

Experience****:

  • Minimum of 8 years of relevant work experience in Child protection programme development, management and Monitoring and evaluation
  • Proven technical expertise in child protection programme design, coordination, management, data analysis, quantitative and qualitative research methodologies
  • Excellent communication skills

Languages: Proficiency in English is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
