Purpose of Activity/Assignment:

The Jordan Country Office (JCO) is supporting the Government of Jordan to recover children’s learning during and post COVID10. This has included supporting a National Diagnostic Assessment (NDA) in Maths and Arabic for Grades 4 to 11, was launched by the MOE across all public schools nationwide (including camp schools) from 28 February to 3 March. The NDA has provided teachers and the MOE with results across Grades 4 to 11 to analyse lost learning and target remedial efforts with over 850,000 children (78%) of Grade 4 to 11 sitting the assessment.

There is now need for support to develop and advise UNICEF in their support to the Jordanian Ministry of Education on the analysis and further development of national assessments

How can you make a difference?

Scope of Work:

Consultancy support is required to

1. Support UNICEF to produce 18 national reports (one per grade and per subject (mathematics and Arabic for grades 4 to 11). The reports should be based on the available data from the National Diagnostic Assessment implemented in March 2022.The reports should be informative for a wide range of audiences. The reports should provide insightful information for Ministry of Education and its partners working in Curriculum, Assessment, teacher professional development, education quality and general education planning. Reports will need to be cleared by MOE and this could result in up to 3 commitments to re-drafting.

2. Develop two national reports for mathematics and Arabic based on the data and analysis from the subject reports developed in deliverable one. There should be two versions of these reports – a non-technical short version and a more detailed version that could be used by Ministry of Education and its partners working in Curriculum, Assessment, teacher professional development, education quality and general education planning. Reports will need to be cleared by MOE and this could result in up to 3 commitments to re-drafting.

3. Design a bench marked district level report that can be generated using data only with no commentary. The district report should be available as one document for each subject and grade report inside. The district report should start with clear and simple instructions on how to understand the data in the report.

5. Design and prepare two training PowerPoints – (districts and schools) to enable stakeholders to understand the learning outcomes for their district/school and provided ideas on how to use the data as a benchmark and write targets for school improvement based on their reports.

6. Develop the recommendations and guidelines needed for the Ministry of Education to implement a second National Diagnostic Assessment.

The assessment specialist will be supported to produce the above reports by UNICEF and MOE.

UNICEF will:

Provide data support.

National Arabic and mathematics specialist will support the assessment specialist on curriculum content.

UNICEF will provide all translation services.

UNICEF will work with MOE to ensure that the reports are applicable.

UNICEF will arrange for a copy writer/editor to ensure all reports are aligned and consistently written across the Arabic and English reports.

UNICEF will arrange for reports to be designed and published

Ministry of Education will:

▪ Comment on the reports and make requests for content.

▪ MoE will sign off on the finalised reports.

Developing the reports and training will be an iterative process between the assessment specialist, UNICEF and MOE.

To qualify as an advocate for every child you will have…

• Education: A BA degree in Education

• A minimum of 15 years of demonstrated experience at analyzing curriculum for assessment • Experience of developing assessments at the national level in school curriculum

  • Understanding of how-to analysis assessments to inform curriculum development

  • Excellent analytical skills and written English

  • Experience of writing training materials

• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
