Under the supervision of the Chief of Planning, Monitoring and Evaluation (PME) section, the consultant is accountable for the accomplishment of the below stated key deliverables by providing professional expertise mainly in the areas which are related to the office-wide planning, monitoring and evaluation.

Purpose of this consultancy

This consultancy supports UNICEF Jordan (JCO) PME section for the period of five months to perform various end-year and new year planning and reporting tasks. The tasks associated with this consultancy will specifically include (but not limited to): drafting UNICEF Annual Report 2020, United Nations Sustainable Development Framework (UNSDF) 2020 & UN Jordan COVID-19 Socio Economic Framework Updates and Annual Report 2020 preparation for relevant chapters in liaising with the Institutions Results Group (RG), other Jordan One UN inter-agency tasks such as UN Info, CCA (Common Country Assessment) and High Level Inter-agency work planning 2021, UNICEF Annual Review 2020, UNSDF & UN Jordan COVID-19 Socio Economic Framework annual achievements review, update UNICEF Jordan Country Programme Monitoring Framework and Situation Analysis support prior to new CPD preparation in 2021.

OBJECTIVES

  • To support various UNICEF internal end-year and new year reporting and planning functions
  • To support various inter-agency end-year and new year reporting and planning functions

DESCRIPTION OF ASSIGNMENT:

Assignment 1:

Time frame: From October to December 2020

  • Draft COAR 2020 (SMQ, RAM, KPI and narratives) in liaising with relevant programme and operation colleagues
  • Technically support programme sections in JCO Annual Review 2020, the Sectoral Annual Review and/or Annual Partnership Review with implementing partners upon request
  • Support Situation Analysis preparation (conceptualisation & ToR)
  • Support new CPD development preparation
  • Draft UNSDF annual report 2020 in consultation with other UN agencies
  • Populate the UN Info in collaboration with other UN agencies
  • Participate in UNSDF 2021/ UN Jordan COVID-19 Socio Economic Framework updates and High Level Annual Workplan exercise
  • Draft AMP 2021 and update various annexes in consultation with the Chief of Operation

Assignment 2:

Time Frame: From January to March 2021

  • Finalise COAR 2020 (SMQ, RAM, KPI and narratives) by addressing comments shared by HQs and MENA RO
  • Update UNICEF Jordan monitoring framework prior to new CPD development by ensuring the full alliance between CPD, HAC and AWP indicators in liaising with programme sections

KEY DELIVERABLES:

  • COAR 2020 (SMQ, RAM, KPI and narratives) completed, finalised and uploaded into the global COAR portal;
  • UNSDF 2020 & UN Jordan COVID-19 Socio Economic Framework Annual Report
  • UN Info populated for UNSDF 2020 & UN Jordan COVID-19 Socio Economic Framework
  • CCA updates process supported
  • UNSDF High Level Joint Work Plan 2021 developed
  • AMP 2021 relevant chapters and annexes drafted
  • UNICEF and UNSDF Annual Review 2020 supported and documented
  • UNICEF Jordan monitoring framework is updated prior to UNICEF Jordan new CPD development process by ensuring the full alignment between CPD, HAC and AWP
  • Situation Analysis supported

PAYMENT SCHEDULE:

Payment is contingent on approval by the UNICEF and will be made in three installments as follows.

  • 40% of the total fee upon delivery of COAR 2020 JCO internal guidance and zero draft by the end of November 2020.
  • 40% of the total fee upon 1) COAR 2020 final draft (SMQ, RAM, KPI and narratives) of which quality check is completed and the contents are dully uploaded onto the Portal, 2) UNSDF Annual Report 2020 (relevant chapters) drafted by the end of December 2020.
  • 20% of the total fee upon 1) COAR 2020 final report (SMQ, RAM, KPI and narratives) produced by addressing comments shared by HQs, 2) MENA RO, and UNICEF Jordan monitoring framework updated prior to UNICEF Jordan new CPD development by ensuring the full alignment between CPD, HAC and AWP, and 3) AMP 2021 relevant chapters and annexes drafted by the end of February 2021.

To qualify as an advocate for every child you will have…

Education: Advanced university degree in Social Sciences, International Relations, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.

Work experience:

  • A minimum of 8 years of extensive professional experience in Reporting, Results-based Management, Planning, data analysis, reporting, monitoring and evaluation in international development work.
  • Previous experience in writing comprehensive reports and country office annual report would a distinct advantage.
  • Familiarity with and experience in UNICEF corporate planning and reporting mechanism especially good understanding of country office annual reporting and planning guidelines are required.

Technical knowledge:

  • Knowledge in operating UNICEF corporate planning and reporting system.

  • Good command of Word, Excel and PowerPoint

Language:

  • Fluency in English is a must.
  • Excellent writing skills (in English)
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural and stressful environment especially in handling various end-year and new year deadlines.
