Scope of Work:

In Jordan, almost 80% of persons with disabilities did not receive any form of education (2015 census), with only 20,000 out of 1.4 million enrolled in school registered as having a disability in 2020 (2020 EMIS). Whilst data on children with disabilities is limited, the need is significant and unmet. One recent survey found that up to 30 per cent of Syrian refugees in Jordan have specific physical or intellectual needs, with one in five refugees affected by physical, sensory or intellectual impairment[1].

The ambition of the Government of Jordan is for all children to have access to education, with a law passed in 2017 guaranteeing the right to education for children with disabilities. In late 2019, a 10-year national strategy for Inclusive Education was launched, with planning for implementation supported through an MOE led technical committee, of which UNICEF is a member.

Inclusion is at the core of UNICEF’s mission to realize the rights of all children. As per the Universal Declaration of Human Rights, Convention on the Rights of Children, and the Convention on the Rights of People with Disabilities, UNICEF seeks to remove attitudinal, environmental and institutional barriers that result in the systematic exclusion and discrimination against people with disabilities. Outcome 5 of the UNICEF Strategic Plan (2014-2017) aims to achieve “improved learning outcomes and equitable and inclusive education” by supporting governments to strengthen education systems to include all children, particularly children with disabilities. Inclusive education is also central Sustainable Development Goal 4 (SDG 4) – to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.”

Work Assignment Overview

Task 1 : UNICEF Jordan Position Paper on access to quality education for children with disabilities (4 page max)

Deliverables/Output:

  • Document review
  • Joint consultative meetings with MOE, GIZ and MC
  • Draft for discussion with UNICEF staff
  • Final draft

Task 2: UNICEF JCO Strategy on access to quality education for children with disabilities (10 page max)

Deliverables/Output:

  • Options Paper
  • Online workshop to present and discuss options with UNICEF (half day)
  • Draft Strategy
  • Final Strategy

Task 3: Concept Note (4 page max)

Deliverables/Output:

  • Draft Concept Note
  • Final Concept Note

Task 4: Technical Review of Mercy Corps draft Program Document (PD) i.e. narrative, results framework and activity plan for 2021/22

Deliverables/Output:

  • Word document with comments on PD
  • Online discussion with MC and UNICEF
  • Review of final PD

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Inclusive Education or related field
  • A minimum of 8 years of professional experience in education or related field
  • Demonstrated experience of leading inclusive education program design and/or evaluation
  • Extensive experience working in a developing or middle-income context
  • Relevant experience working for or in a UN system agency is considered as an asset
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Child Safeguarding remarks

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
