The overall objective of the assignment is to strengthen Jordan’s planning capacity to conduct policy analysis through systematic use of CGE modelling. This is to be achieved through integrated set of activities including: (a) updating the CGE model, database, and interface for social policy analysis, (b) providing of technical training targeting key staff from MOPIC and other government agencies on the use of CGE modeling, and (c) producing a case study on the use of CGE modeling to for social policy analysis and the implications of specific proposed policy intervention as agreed and prioritized by the Government, through producing simulations under different scenarios.

SCOPE OF WORK & DELIVERABLES:

The CGE Consultant will have the following duties and responsibilities:

1.Develop a workplan and methodology outlining model scope, assumptions, and elements.

2. Review and amend the social accounting matrix to introduce household level analysis.

3. Update and develop a model with household heterogeneity and social policy analysis.

4. Design a user-friendly interface application to the CGE model (paper with a user guide and electronic files that permit installation of interface accompanied by the model). Respectively, the interface would run the Jordanian dynamic CGE model and its database.

5. Provide three non-consecutive one-week technical trainings on GAMS coding, and the use of CGE model for policy analysis to selected Government staff from related line Ministries and government agencies.

6. Develop (case study/policy brief) documenting the use of CGE modeling for policy analysis through producing simulations under different scenarios (scope with focus on social policy to be defined in consultation with project partners with the progress of work as described in the previous section)

DELIVERABLES:

1. Work plan and Inception Report (One week after signing the contract): the inception report should provide understating of the assignment and proposed methodology outlining model scope and assumptions.

2. Initial CGE Model Design with Household Heterogeneity (5 weeks after signing the contract): Based on review of the social accounting matrix, and updated CGE model with household heterogeneity.

3. Final CGE Model Design with Household Heterogeneity (8 weeks after signing the contract): this is to include a full description of the Business as Usual scenario, a full documentation of the CGE model hypothesis and the linkage with the Macro Model, and the GAMS code of the CGE Model ( scope of policy analysis exercise discussed with project partners)

4. Updated Model Version that could be converted into a web-based application of the Jordan CGE user-friendly interface User Guide (14 weeks after signing the contract)

5. Three Technical Trainings: (within 18 weeks from signing the contract): One-week training following the design of the web version of the model, one after updating the CGE model with household heterogeneity, and another full week training after finalizing the model interface and the user guideline.

6. Final Policy Analysis Exercise (20 weeks after signing the contract): policy brief produced as described in activity 3.7

To qualify as an advocate for every child you will have…

  • Education: An advanced university degree (Master’s or higher) in economics, statistics, or other relevant fields
  • Experience:
  • A minimum of 8 years’ experience in in economic research and analysis is required at the national and international level, some of which preferably were served in a developing country.
  • Strong background in public economics and proven experience of conducting similar studies.
  • Demonstrated experience in quantitative analysis and applying CGE modelling in economics, with expertise in C# coding
  • Excellent interpersonal skills required for high level engagement with government departments and other stakeholders
  • Demonstrated excellent writing skills, and strong communication, in particular for the development of technical documents is essential.

Language: Proficiency in English is required and knowledge of Arabic is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
