Overview

Provide technical assistance in social listening and rumor management.

You have:

  • Advanced degree in Statistics, Communications, Marketing, Data Science and/or Knowledge management, Public Health and Behavioral Science
  • A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.
  • Training in one or more Social Media and/or Data Science technical competencies: Social media management, Digital monitoring, Business Analytics
  • At least 2 years of proven experience in social media monitoring and analysis and/or digital listening
  • Experience in the design and implementation of interventions on rumor management/misinformation, Public Health or Behavioural Science-informed interventions
  • Excellent writing skills, planning and coordination skills, with proven ability to work independently
  • Cultural agility and/or knowledge of the socio-economic and cultural aspects of the region
  • Fluency in English (verbal and written). Knowledge of French and Arabic is an advantage

Consultancy title: C4D Consultant – Social Listening and infodemic management

Duration: 11.5 months (144 working days)

Duty Station: Home based/Remote support

The UNICEF Communication for Development programme is at the forefront of UNICEF COVID emergency response, where knowledge, attitudes, practices and social norms are key to preparedness and response. Risk Communication and Community Engagement (RCCE) plays a key role in providing real-time lifesaving information ensuring that people know what to do to protect themselves and others against various diseases. At this present juncture, the need for social listening is more significant, particularly as more vaccines are becoming available to more population groups in MENA countries. Therefore, it is critical to understand in real-time people’s concerns, questions, suggestions as the pandemic evolves and vaccination expands.

How can you make a difference?

Under the supervision of the C4D Specialist and in close coordination with Advocacy and Communication section and other sections involved in the COVID-19 preparedness/response, the consultant will provide technical assistance in aspects of social media monitoring, rumor tracking and management, online listening, and support with content production and dissemination linked to COVID-19 prevention and vaccination uptake behaviours and practices.

  • Through online monitoring tools, identify COVID-19/Coronavirus/COVID-19 vaccines highly assessed conversation threads to identify wrong information and/or myths being circulated in MENA region.
  • In collaboration with the Communications section, identify regional social media influencers
  • Produce regular reports highlighting key issues, topics, trends concerns raised and addressed online providing recommendations for better engagement.
  • Participate in and contribute to the social listening and community feedback sub working group of the regional interagency RCCE coordination mechanism.
  • Contribute to content to the various reporting requirements including but not limited to Situation Reports, and any other reporting needs related to COVID-19 RCCE respond and vaccination demand focusing on the social listening insights.
  • Document the lessons learnt and best practices in social listening and rumor management undertaken in MENAR countries.
  • Provide technical assistance to MENAR countries social listening focal points
  • Support COs with ad hoc remote capacity building sessions on social listening

  • Cultural agility and/or knowledge of the socio-economic and cultural aspects of the region
  • Language Proficiency: Fluency in English (verbal and written). Knowledge of French and Arabic is an advantage

Applicants are also required to indicate availability and financial quotation in USD to undertake the terms of reference above.

TRAVEL CONSIDERATIONS:

Remote/ home based consultancy, no travel required.

For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual. Therefore, expected travel costs must be included as a budget item in the financial proposal. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). The consultant must travel on UNICEF approved airlines.

Payment Schedule:

PROPOSED PAYMENT SCHEDULE: Monthly

UNICEF will pay a lump sum payment monthly, based on submitted progress reports. Workplan will be discussed and agreed upon with supervisor at the beginning of each month.

  3. Financial quote as a lump sum, inclusive of professional fees, travel/administrative/subsistence costs, if applicable
