BACKGROUND:
UNICEF works in over 190 countries and territories to save children's lives, to defend their rights, and to help them fulfil their potential, from early childhood through adolescence. This consultancy assignment is to support UNICEF’s work for adolescents (10-19), with focus on supporting adolescent engagement and participation, skilling, and transition to work in MENA region.
MENA has a very large demographic of 124 million adolescents and young people. A population of this magnitude presents an enormous opportunity to transform economic and social outcomes in line with the Sustainable Development Goals (SDGs), raising global productivity and reducing inequality, if investments are made to ensure young people thrive.
To further this agenda, UNICEF works together with a range of partners, including Generation Unlimited (GenU), a global multi-sector partnership created to meet the urgent need for expanded education, skill development and employment opportunities for young people aged 10-24. By bridging secondary-age education and training to employment and entrepreneurship, Generation Unlimited supports young people to thrive in the world of work and become productive problem solvers and engaged members of society.
The partnership aims to:
- Modernize secondary education and training to build the skills young people need for productive lives and work.
- Increase and improve the number of quality work opportunities available to youth.
- Foster entrepreneurship as a mindset and a livelihood for young people.
- Collaborate with youth as problem-solvers and engaged citizens to help create the world they want
One of the platforms to support civic engagement, skilling and transition to work is adolescents’ and young people’s engagement in volunteering. The 2010 report by the Middle East Youth Initiative of the the Wolfensohn Center for Development, the Dubai School of Government and Silatech on “Social Entrepreneurship in the Middle East – toward sustainable development for the next generation” points to increases in volunteerism among the region’s young people, showing a generation with a strong commitment to society and social responsibility[1].
Powerful examples showing the potential for expanding young people’s volunteering in MENA region include the COVID-19 response in Jordan and the volunteer response to the 4th of August blast in Beirut.
In Jordan, The National Youth Engagement and Volunteering Platform, Nahno.org, allows young people in the ages of 15 and 24 (including the most vulnerable) to register and be matched to relevant engagement opportunities near them. Companies, non-governmental organizations, private sector, and institutions (partners) can post the opportunities they have available for youth on the platform. By June 2020, UNICEF Jordan had recorded about 43,000 volunteers who have logged over 866,000 hours in more than 71,000 volunteering opportunities for the benefit of their communities in this emergency response period provided by more than 270 entities.
In Lebanon, just days after the devastating explosion in Beirut on 4th of August 2020, UNICEF launched a drive to mobilize volunteers and over 1,000 young people signed up within 36 hours. These young volunteers are complementing the over 1150 that have being mobilized by partners in a community-based response to clean up affected neighbourhoods. Within a week, youth volunteers had supported the clean-up of 650 houses and 10 streets, including the minor rehabilitation of 142 households and shops damaged by the blast. Youth assisted in the distribution of 20,100 cloth masks, along with 400 helmets, 300 goggles and 300 safety vests.
In order to support results for adolescents in the MENA region, UNICEF Regional Office seeks to strengthen Country Office capacities to support adolescents’ and young people’s volunteering as a pathway for civic engagement, skilling, employability and entrepreneurial thinking.
OBJECTIVE:
To map and document good practices across the region with regard to adolescents’ and young people’s volunteering, to facilitate mutual exchange of learning and to produce a practical guidance document to help country offices to develop and operationalize a way forward for volunteering of adolescents / young people, which will contribute to furthering the SDGs as well as supports adolescents and young people themselves through increased engagement, skilling, employability and entrepreneurship capacity.
DESCRIPTION OF THE ASSIGNMENT
Main objective:
The objective of the assignment is to facilitate a collaborative process with teams in UNICEF country offices as well as other relevant stakeholders, resulting in a practical guidance document for adolescent and youth volunteering in MENA region, including a strong focus on adolescents 15-19.
Specific tasks include:
- Desk review of relevant documents (inclusive of UNICEF guidance on adolescent engagement and participation, guidance on online civic engagement, Life Skills and Citizenship Education Framework for MENA, Generation Unlimited documents, Global Volunteer Office documents, existing documentation on volunteering, relevant documentation on volunteering and social entrepreneurship in MENA, relevant documentation provided by COs) (estimate 7 days)
- Prepare inception report (estimate 3 days)
- Mapping of adolescent and volunteering initiatives supported by UNICEF in MENA COs based on documentation and interviews with COs (estimate 7 days)
- Conceptualize and facilitate Regional Network meeting (technical meeting of all MENA COs) on volunteering to support civic engagement, skilling, employability and entrepreneurship capacity involving country, regional and global level technical participants. (estimate 6 days)
- On the basis of document review, mapping of initiatives and outcomes of network meeting, draft practical guidance document on adolescent and young people’s volunteering for COs (estimate 12 days)
- Liaise with technical experts in ADAP and other sectoral teams, Global Volunteering Office, Innovation Office and GenU secretariat as required (estimate 3 days)
- Validation and review of draft guidance document (estimate 6 days)

QUALIFICATION REQUIREMENTS:
1. Education: Advanced degree in social sciences and/or research methodologies.
2. Work experience: 8-10 years of professional experience, including experience in adolescent and youth programmes; coordination and capacity development with civil society and youth Networks.
3. Technical knowledge:
Specialized expertise and experiences working on adolescent/youth engagement volunteering
Excellent knowledge of the political economy and the situation of young people in the MENA region.
Knowledge in adolescent and youth programming, especially in the MENA region.
Excellent facilitation and communication skills, good in working with people
Excellent analytical and writing skills
Practical and operational mindset
Experience with developing practical guidance notes for practitioners
Experience working for the UN/UNICEF an asset
4. Language: Oral and written fluency in English (Arabic and/or French an asset)
EVALUATION PROCESS:
