With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea (PNG), UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference?

UNICEF Papua New Guinea Country Office (PNG CO) continues to expand Digital Development activities as well as consolidating and streamlining existing technology innovations. Therefore, PNG CO requires the expertise of a Technology for Development (T4D) Consultant to provide technical support to programme teams in the design and implementation of their respective technology-enabled initiative(s) in close coordination with East Asia Pacific Regional Office (EAPRO), the central ICT Division and UNICEF Innovation. UNICEF PNG’s vision is to promote T4D as a user-centered process, seeking to build solutions that provide significant value for all stakeholders. The need for this consultancy arises from the limited in-office experience with T4D as well as limited capacity for current staff to take on additional duties and responsibility around T4D work and roles. The T4D consultant will work closely with the Deputy Representative - Programme Section, ICT, C4D and External Communication in supporting the process of generating and analyzing knowledge and packaging it into advocacy content targeting key partners and audiences.

As a champion for every child, you will have…

  • At least three years of relevant experience; with professional experience supporting government and/or non-governmental organization programming, including training and capacity building or equivalent professional work experience at the national and international levels in information technology practice with a focus on Technology for Development (T4D) or ICT for Development programmes.
  • Familiarity with information systems, telecommunications and communication technologies in LMIC context
  • Demonstrated experience in programming, project management and rolling out of ICT-supported projects especially in hard to reach areas in developing or middle-income countries.
  • Proven capacity to work with collaborative teams across various locations and with different technical skills.
  • Entrepreneurial, creative, and innovative thinker who can also translate ideas into practical applications
  • Project management skills including task prioritization
  • Previous experience administrating U-Report in low-/middle income country with connectivity challenges
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization
  • A strong understanding of UNICEF's mission and vision as well as its programmes through direct or indirect work experience with UNICEF is an asset.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
