How can you make a difference?

The Social Policy section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to coordinate and provide support on training center management to ASEAN Training Centre for Social Work and Social Welfare (ATCSW).

Purpose of Assignment:

To conduct the stakeholder mapping, coordinate between related stakeholders, internally communicate and reach out to public and manage the ASEAN Training Centre for Social Work and Social Welfare (ATCSW) to be properly functional to provide the training courses in the social work and social protection for ASEAN member countries.

Work Assignment, Work Schedule and Deliverables:

The consultant will be responsible for the following key specific tasks:

  • Working closely with key partners to identify and map stakeholders to make the ATCSW functional;
  • Coordinate between the related stakeholders in daily basis to serve the purpose of the ATCSW;
  • Provide support in managing the ATCSW, on the daily basis, to be properly functional to provide the training courses in the social work and social welfare for ASEAN Member States.

In consultation and collaboration with the UNICEF and relevant partners, especially the Permanent Secretary Office, Ministry of Social Development and Human Security, the consultant will be responsible for ensuring the following activities have been undertaken as scheduled.

1. Participate in related and regular meetings with UNICEF, PS Office of MSDHS and other key partners.

2. Coordinate with key partners to identify and map stakeholders in order to serve the coordination and management of the ASEAN Training Centre for Social Work and Social Welfare.

3. Coordinate between the related stakeholders such as different departments under the MSDHS, and international experts on daily basis to serve the purposes of the ATCSW and to support development of a concrete implementation plan of ATCSW.

4. Manage the ATCSW, on the daily basis, to be properly functional to provide the training courses in the social work and social welfare for ASEAN Member States in accordance to the agreed implementation plan.

End Product:

  • Report on stakeholders mapping for next steps in running the ATCSW to achieve the center’s goal by September 2020;
  • Progress report at the end of every month: Progress reports should include reference to overall progress in implementation of UNICEF-supported activities vis-à-vis the plan, constraints and challenges, recommended actions by UNICEF to ensure achievement of desired results. Report will also highlight progress in networking with related stakeholders and expansion of alliances on the related issues.

Estimated Duration of Contract: 4 months between September – December 2020

Official Travel: Travel within Thailand to support the implementation of the assignment and to attend meetings.

To qualify as an advocate for every child you will have…

  • Masters/Bachelor’s degree in the field of administration, management, social protection, social work, social welfare or related fields that are useful or beneficial to the assignment;
  • A minimum four years professional work experience on the assignment and related work;
  • Fluency in Thai and English (verbal and written);
  • Proven capacity to manage and administer a training centre;
  • Proven experience in conducting or managing training programmes, especially international training programmes.

Additional desirable qualifications:

  • Working experience with the government sector is a strong advantage;
  • Human Rights, Gender equality and diversity awareness is an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
