The Child Protection Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking a highly experienced consultant to support and enhance the technical capacity of country offices and partners on child protection in emergencies and to lead the development of internal and external frameworks to ensure child protection systems are resilient and child protection front line workers and services are part of the first response in times of emergencies.

Work assignment, Expected deliverable and Delivery schedule:

This work assignment is remote/home based but with travel expected to the regional office in Bangkok and to countries in the region.

1. Assignment: Provide technical support for child protection in emergencies for the UNICEF regional office and country offices on preparedness and response (remote and in country)

a. Provide immediate remote technical support and rapid in country support where required in the event of a sudden onset emergency for which the child protection team at country level requires support (emergency in country support, capped at four weeks, determined by the Regional Adviser)

b. Provide remote draw down technical guidance to country offices on preparedness, disaster risk reduction, and anticipatory action for child protection in emergencies (sudden onset and slow onset)

c. Provide timely reviews and inputs for Emergency Preparedness Plans, country and regional Humanitarian Action for Children calls, and donor proposals for child protection in humanitarian action

d. Source and expand the internal and external regional roster on CPiE

e. Represent the Regional Child Protection Section on the regional office emergency management team meetings (including ad hoc meetings) and key related internal and external coordination structures.

f. Attend regional Child Protection team meetings, and technical inputs into regional planning and reporting discussions and documents

Expected deliverable 1: est 76 days

1. Estimated equivalent of 30 days remote technical support to country offices for preparedness, disaster risk reduction, and anticipatory action for child protection in emergencies and for responding to sudden onset emergency, plus a maximum of 20 days in country (fees and travel paid when drawn down by Country Offices) = 50 days

2. Reviews completed and inputs provided to Emergency Preparedness Plans, country and regional Humanitarian Action for Children calls, and donor proposals for child protection in humanitarian action = 6 days

3. Expanded internal and external roster of child protection in emergency staff and consultants = 4 days

4. Representation at internal and external CPiE/CPHA meetings with feedback of key issues to the Regional Adviser Child Protection = 6 days

5. Attendance at periodic section review meetings and provision of updates on past and planned activities, as well as inputs into annual and mid year planning and reporting mechanism = 10 days

Delivery schedule: 15 December 2024

2. Assignment: Build capacity of UNICEF country offices and partners on child protection in emergencies

a. Build the capacity of UNICEF staff and country offices on CPiE preparedness and response, including through the organisation of learning opportunities, such as webinars, interactive clinics, and workshops/simulations

b. Design and implement an in person three day capacity building course on child protection in emergencies

c. Implement tailored coaching and mentoring schemes for a core group of national child protection in emergency focal points

d. Provide session on child protection in emergencies in general emergencies training/for the rapid deployment roster delivered by the regional office

Expected deliverable 2: est 58 days

1. Capacity building plan developed for the contract duration, based on a needs assessment of staff = 3 days

2. Minimum of 3 webinars/interactive clinics or workshops (max 2 hours each) organized and delivered with CPiE focal points and partners = 6 days

3. Section training tracking matrix kept up to date on CPiE capacity building delivered by the consultant, with links to training and resource materials =1 day

4. Report and training materials for the three day Child Protection in Emergencies Training (in person) = 10 days

5. Two mentoring schemes implemented with a minimum participation of five members of staff in each cohort. (Schemes expected to last between 12-20 weeks with a maximum of 20 hours of support for each participant) Feedback survey provided for each cohort (and their supervisors) and final report on the coaching = 35 days including prep and assessment

6. Two sessions (1.5-2hr sessions) prepared and delivered for general emergency training organized by the regional office = 3 days

Delivery schedule: 30 October 2024

3. Assignment: Strengthen knowledge management and exchange for child protection in humanitarian action

a. Convene regular exchanges/community of practices/deep dives of the UNICEF Country Office CPiE focal points

b. Source, upload on internal knowledge platforms and disseminate relevant tools and resources, including through regular desk reviews and consultations of the most prominent online platforms (e.g., the Alliance for Child Protection in Humanitarian Action websites, Child Protection AoR resource menu and dropbox)

c. Identify and consolidate promising practices and case studies

d. Convene regional partners on CPiE (regional child protection in emergencies working group)

e. Analyse and quality assure county office reporting on progress on child protection in humanitarian action

f. Produce a two page fact sheet in 2024 and 2025 on the situation of children in emergencies and Unicef action in the region

Expected deliverable 3: = 29 days

1. A minimum of six focal point meetings/deep dives with the CPiE community of practice held and summaries developed and disseminated = 6 days

2. Resources up to date on the internal EAPR platform, and shared in the bimonthly bulletin along with updates on regional and country action = 6 days

3. Four case studies on effective preparedness and anticipatory action on CPiE developed = 8 days

4. Four regional child protection in emergencies working group meetings held and summary of discussions developed and disseminated = 3 days

5. Analysis and quality assurance of child protection in humanitarian action indicators = 2 days

6. Two fact sheets (2024 and 2025) produced on the situation of children in emergencies in the East Asia and the Pacific and Unicef action = 4 days

Delivery schedule: 15 December 2024

4. Assignment: Support the conceptualization and roll out of a framework for climate resilient child protection systems and social service workforces

In consultation with the Regional Child Protection Specialist and the Regional Emergencies Specialist:

a. Provide technical support for the development of the concept on climate resilient child protection systems, related priority actions and accompanying measurement framework. The concept will include DDR and anticipatory action)

b. Curate and deliver a session on climate resilient child protection systems at the EAPR Child Protection Network Meeting

c. Develop a fact sheet/short guidance note on climate resilient child protection systems based on the concept and regional deliberations

d. Provide technical and organizational leadership for the development of the ASEAN Guidelines on the role of the social welfare workforce in disaster risk reduction, including technical reviews, inputs into and attendance at technical working groups (x3) and the orgainsation of a two day regional consultation and sensitization on the guidelines and the concept of a climate resilient child protection system.

Expected deliverable 4: (est 32 days)

1. Effective session delivered for the EAPR Child Protection Network Meeting (and attendance at the network meeting) = 7 days

2. Fact sheet/guidance note developed on climate resilient child protection systems and the accompany measurement framework = 3 days

3. Inputs developed for resource mobilization submission for climate resilient child protection systems = 3 days

4. ASEAN Guidelines on the role of the social service workforce in disaster risk reduction finalized and submitted for ASEAN endorsement = 8 days

5. Regional consultation and sensitization workshop held for representatives of social welfare and national emergency agencies on the AEAN Guidelines on the role of the social service workforce in disaster risk reduction and report produced = 11 days

To qualify as an advocate for every child you will have…

Essential

- A minimum of eight years’ experience of working in child protection, with a focus on child protection in emergencies

- Demonstrable knowledge of UNICEF’s CCCs, the Minimum Standards for Child Protection in Humanitarian Action

- Demonstrable experience of providing remote and in person technical support to country teams on child protection in emergencies

- Demonstrable experience of training/capacity building and knowledge of participatory methods of learning, including through remote delivery

- Excellent interpersonal skills

- Ability to work independently and to tight deadlines

- Good written and oral skills in English

- Good programme management skills

Desirable:

- Experience of working with UNICEF in emergency settings

- Experience of working in the region

- Experience of cluster/coordination mechanisms

- Experience of undertaking rapid child protection assessments

- Understanding of the PSEA framework
