BACKGROUND

Sustainable Development Goal indicator 3.1.2, “proportion of births attended by skilled health personnel” is used to measure coverage of care for childbirth. WHO and UNICEF are the custodian agencies for SDG 3.1.2. The definition of this indicator was revised in 2018 and field testing is needed on the measurement framework to ensure countries can collect and report on data using this new definition.

Terms of Reference

In close collaboration and working with the statistics and monitoring specialist and WHO, the incumbent is responsible for supporting joint WHO and UNICEF activities related to the implementation of the protocol for the development of a feasible and useful measurement of “skilled health personnel” providing childbirth care according to the 2018 Definition and joint statement, including field work in 3 countries: Nepal, Senegal and Zambia.

Scope of Work/Deliverables

Task 1

Prepare material on the plan to operationalize the SBA definition including presentation and inception report.

Deliverable: Presentation and project inception report.

Task 2

Prepare workplan for the 3 participating countries (Nepal, Senegal, and Zambia) based on protocols for implementing and assessing the implementation of the SBA definition – including timelines for participating countries.

Deliverable: Workplan including timelines for participating countries.

Task 3

Support the development of scopes of work and associated costs for local in-country partners (Nepal, Senegal, Zambia) for submission to Pivotal Ventures.

Deliverable: Scopes of work including timelines and budgets developed for local partners in the three countries (Nepal, Senegal, Zambia).

Task 4

Support preparation of the application for ethical approval for submission to ethics committees in the 3 participating countries (Nepal, Senegal, Zambia).

Deliverable: Develop and submit ethics application for the 3 participating countries (Nepal, Senegal, Zambia)

Task 5

Preparation for inception meetings with the 3 participating countries (Nepal, Senegal, Zambia), including country reports and presentations.

Deliverable: Summary presentations prepared and delivered at country inception meetings.

Note: This is a deliverable-based consultancy, and payment will be made upon successful completion of the deliverables.

Qualifications

(1) Education

  • A Master’s degree in demography, global health, public health, social sciences, medical studies, epidemiology or statistics or a relevant field.

2) Work experience

  • A senior researcher with a minimum of 10-15 years of work experience implementing studies at national or international levels.

3) Competencies

  • Ability to communicate technical findings on health (maternal and newborn health in particular) to a range of audiences.
  • Excellent written and verbal communication in English.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
