Position:

UNFPA South Sudan Country office, as a sub recipient to the global fund grant 2021/2023, is implementing an HIV prevention program targeting the key and vulnerable populations. The project focus is the provision of a community based integrated HIV and SRHR services to sex workers and their clients. UNFPA, through this project, intends to address the holistic SRHR/HIV needs of the target populations. However, the current ASRH services programme is not widely accessible by young people and does not integrate young key populations. Challenges affecting the provision of integrated ASRH and HIV services for young key populations include; lack of guidelines and IEC materials on integrated SRHR/HIV, inadequate human resources, the on-going lack of accurate knowledge regarding HIV across the population, and the consequent predominance of stigmatising and discriminatory beliefs, attitudes and behaviours by service providers including self-stigma and fear amongst people living with HIV (PLHIV) and most at-risk to HIV.

The main objectives of the consultancy is to hire an individual consultant for the development of job aids and SOs for the integration of Adolescent and youth sexual reproductive health and rights to young key people population. The specific objectives:

• To develop and disseminate job aids/ Standard Operating Procedures (SOPs) to promote the integration of SRHR services targeting young key populations.
• To review and validate with a diverse set of stakeholders, including young people for national endorsement of the communication materials and instructions, job aids and SOPs.

Scope of work:

This is a participatory process to develop the job aids and SOPs for integrated adolescent sexual reproductive health for key young key populations. This will give an opportunity to provide promotional and job aids for integrated materials for programmes. The materials will be reviewed by the ministry of health and other stakeholders through a series of consultative processes and will include:

• Document reviews – Review adolescent and youth friendly services related documents. This will involve review of global, continental and regional as well as national documents on integrated SRH, and HIV & AIDS for young people, including key young people. At minimum, these include: ASRH IEC materials, ASRH Strategy and Minimum Service Package of AYFHS, and the South Sudan State of Adolescents & Youth Report 2019, Training Kits for YFSRH, and CSE materials .
• Develop the job aids/SOPs on integrated ASRH for young key population – Through consultation with young women and men with diverse background (Key population, In & out of school youth, urban & rural, people with disability), clients of Sex workers health worker and care providers, and other stakeholders, develop a contextualized materials that are critically assessed and to be culturally relevant and context specific while maintaining international standards. Develop and test draft the job aids/SOPs, with development of dissemination plan to pilot health care facilities.
• Validation workshop (virtual meeting) - this will be an inclusive process with young Key populations, policy and decision makers, service providers and religious leaders, etc. as well as selected health sector focal points.
• Monitoring and progress control, including reporting requirements, periodicity format and deadline.

To support this work; the following structures will be set up:

• National reference group (NRG) chaired by Ministry of Health and with membership from young people including young sex workers , implementing partners, including representative from network of key population, UN agencies (WHO, UNICEF, and UNFPA).
• The Directorate of Reproductive Health will chair the National Reference Group. They are responsible for circulating all communications and clarifications made to the consultant to all the members of the working team. The consultant (s) will be required to work with the working team and the NRG in clarifications and technical guidance.
• The task force still plays a role of clearing the materials as well as the overall report, before submission to UNFPA for final approval and payment of the consultant.

Expected Deliverables

The consultant will be hired for the period of 28 working days remotely from home. However, if the COVID-19 situation persists the consultant will continue to work remotely.

Deliverables:

• The consultant will start by preparing an Inception Report that shows how the assignment will be achieved. This will be done in one week while working from home.
• Inception report – 3 days after signing the contract
• Draft job aids/SOPs materials – 10 days after the contract.
• Validation workshop report – 20 days after the contract
• Finalized draft materials – 23 days after the contract
• Debriefing to UNFPA and MOH on the process and submission of final document - 28 days after the contract

All the deliverables will be developed in English language and the consultant will report to the UNFPA Deputy Representative.

Requirements:

Education

Master's Degree in development studies, public health, health promotion, social science or other relevant discipline.

Knowledge and Experience

• 7 years’ work experience in development of guidelines and/or strategies on integrated SRH programme/services, sexuality education or ASRH materials, including facilitation of training.
• Work experience within Africa generally and East & Southern Africa Region.
• In depth understanding of youth work in resource constrained settings, multi-cultural environment and in post conflict situations
• Previous experience in conducting similar work and any similar experience in South Sudan is an added advantage.
• Demonstrate analytical and strategic planning,
• Excellent writing and communication skills in English language,
• Fully conversant with usage of computers (MS Office), email and the Internet.
• Demonstrated ability to work in a team and in harmony with persons of different national backgrounds and cultures.

Language

• Fluent in written and spoken English, knowledge of Arabic will be an asset.
