Background

The DROPS network meeting aims to update Deputy Representatives (DRs) and Deputy Representatives Operations (DR-Ops) in the region on key global and regional strategies, policies, tools, and trends, and to facilitate cross-country learning, team building, and networking. The last DROPS in WCAR took place in Dakar in June 2022, which convened all DRs and DR-Ops as well as a selected number of head of sub-national offices. The upcoming DROPS is planned to take place in Abidjan from 26th Feb to 1st March 2024 and will only gather DRs and DR-Ops. CFOs will not be convened this time as they had their own network meeting in February 2023, which will take place every two years, as per the recommendation of the senior management at WCARO.

Scope of Work:

Objectives:

Deputy Representatives and Deputy Representatives Operations in the region are updated on key global and regional strategies, policies, tools, and trends, and have the opportunity to learn from their peers.

Expected outcomes:

  • Deputy Representatives – DR Operations are updated on the latest programme and policy developments and guidance, and are equipped with resources and tools to facilitate programme planning, implementation, monitoring and reporting.
  • WCAR DROPS network is re-established and Deputy Representatives exchange knowledge and learning, and are also acquainted with key resource persons and subject matter experts from different parts of the organization.
  • Clear recommendations and action points are identified for WCARO to provide ‘fit for purpose’ support to COs, in line with the revised Accountability Framework.

  • An advanced university degree (Master’s or higher) *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
