TERMS OF REFERNCE

Background and Justification

This consultancy is being created as a short- term consultancy to strengthen Unison’s usage in the Region and provide close support to country offices on their respective requests as PFP and PPD move to integrate UNISON and Vision.

Scope of Work

UNISON roll out.

Goal and objective: Under the supervision of the Partnerships Specialist this consultancy aims to

  1. Implementing capacity building initiatives including training of country offices’ focal points on UNISON, to enhance their respective competencies.
  2. Support Partnerships colleagues across the region on trouble shooting.
  3. Train all new staff on UNISON
  4. Supporting research and documentation as part of knowledge management through UNISON.
  5. Support in regional emergencies’ funds tracking and pipeline management.

Provide details/reference to AWP areas covered: # RO & CO staff have the tools and skills necessary to engage both public & private sector actors to secure high-impact financial & non-financial partnerships to further regional priorities.

To qualify as an advocate for every child you will have…

  1. Education: Bachelor’s degree in any social science.
  2. State the specialized skills and/or training if needed, Experience in managing a Customer Relationship tool.
  3. Indicate the length of relevant work experience that is required in the technical area for this consultancy (the number of years is linked to the ‘estimated’ level of the assignment – A minimum of 2 years’ experience of working in similar areas
  4. Developing country work experience and/or familiarity with emergency is considered an asset.
  5. Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

Administrative issues

The contractor is expected to be remote based. Meetings and collaborative sessions are expected to align with the time zone referred to as East Africa Time (EAT), unless otherwise mutually agreed upon. The Consultant shall make all reasonable efforts to accommodate the scheduling preferences of UNICEF.

Conditions

Stating the conditions for the contract is very important. This may include information on:

  • All travel if any is by most economical fare and reimbursement as per UNICEF policy,
  • ‘As per UNICEF DFAM policy, payment made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advances purchases, for example for supplies or travel, may be necessary’.
