Background

With 190 million people affected by disasters between 2000 and 2022, Latin America and the Caribbean (LAC) is the second most disaster-prone region in the world. Three out of ten people in LAC have been affected by disasters in their communities. Between January 2022 and September 2023, 13.4 million people were affected by disasters in LAC, including 4 million children. In addition to the exposure to natural hazards and the effects of climate change, other risks intertwine, increasing the need for enhanced preparedness, response and resilience capacities in LAC countries.

Migration through South and Central America increased exponentially in 2023, overwhelming countries’ capacities. Millions of vulnerable families and children are migrating across borders or within their countries due to poverty, inequality, violence (including gender-based), climate-related shocks, limited access to adequate nutrition, health, water, sanitation, protection and education services.

Nearly 32 million people are estimated to be facing multidimensional poverty in the region and would be among the most vulnerable to new shocks. Women and children are increasingly exposed to risks, in countries where socio-economic and political instability, limited humanitarian access and fragility of states, affect governments and partners’ ability to respond to crises effectively.

In 2024, immediate impacts are expected related to El Niño phenomenon. Drought in Central America and parts of South America, as well as heavy rains in the South, are expected to disrupt agricultural activities and food production, increasing levels of food insecurity and malnutrition for children in areas with already limited access to food and safe water.

Storms continue to be more frequent in LAC, leaving affected people with less time to recover between events. Tropical cyclones in small island and developing states in the Caribbean are anticipated in 2024; challenging food security, access to income and basic services, and living conditions for millions of children.

UNICEF LAC Regional Office manages several interventions of humanitarian preparedness and response financed by ECHO in the frame of the HIP appeal (2022 – 2023), including 3 projects: 1) Response to the migration Outflow in South America (Brazil, Dominican Republic, Ecuador, Peru, Trinidad and Tobago and Venezuela); 2) Building resilience in protection and education services (El Salvador, Guatemala, Honduras, Nicaragua and Panama); 3) Strengthening education, child protection and social protection shock responsive systems in the Caribbean (Belize, Cuba, Anguila).

The selected consultant will work under the guidance of the LACRO Emergency Manager, to support the development of two (2) multi-country project proposals, including consolidating inputs from different Country Offices, during the period of December to January for the next-coming ECHO HIP 2024.

Scope of Work:

The consultant working on a specific geographical and thematic proposal, will work in collaboration with UNICEF LAC Regional Office (LACRO) Emergency and Public Partnerships units, being part of the team that will support the selected Country Offices (COs) to write, consolidate, elaborate, and include critical information for the submission of project proposals to ECHO through the use of the donors’ templates.

The consultants will specifically:

• Structure and ensure follow-up of communications with COs for the formulation of the project proposals according to the donor´s requirements and templates:
  • Characterization of humanitarian needs assessment and its geographical delimitation.
  • Analysis of humanitarian response and strategy.
  • Identification of beneficiaries and vulnerable groups.
  • Definition of the logic of the intervention (i.e., objectives, sectorial indicators, targets, activities, required budget and workplan).
  • Assumption statements with corresponding risk analysis and management.
  • Monitoring and evaluation as well as accountability mechanisms.
• In close coordination with LACRO and COs, programme and resource mobilization teams, ensure opportune consolidation, and elaboration of project proposals (multi-country) in appropriate alignment with UNICEF’s and the donor’s guidelines.
• Any other related tasks as required for the development of the projects.

To qualify as an advocate for every child you will have…

• Bachelor's degree in Social Sciences, International Relations, Education, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.
• Minimum of 5 years of relevant professional work experience in project management and coordination in the humanitarian and or human rights sector.
• International and developing country work experience at regional, national or sub national level.
• Familiarity with emergency response strategies, as part of the main UNICEF programme areas.
• Experience in Humanitarian Action and with ECHO projects.
• Networking experience with international organizations, NGOs and other key partners at regional and country level.
• Extensive knowledge of UNICEF programme works in the LAC Region in the areas of Humanitarian Action.
• Availability during holidays.in Social Sciences, International Relations, Education, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.

Administrative details

Supervision

The consultant will work under the supervision of the Emergency Manager.

Workplace

This is a home-based consultancy.

Duration

This contract is expected to have an estimated duration of 2.5 months, from November 2023 until February 2024.

How to Apply

Application should be submitted online and should include: TMS application form duly completed, Cover Letter and Financial proposal. Qualified candidates are requested to indicate an all-inclusive (lump sum) fees for the services to be provided, including all associated administrative costs.

Travel

There is no travel foreseen for this consultancy. Should travel is included, it will be covered by UNICEF as per policy.

• Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
• For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
• Any travel involved should be budgeted according to UN Travel Standards as a ceiling.
• UN Secretariat Administrative Instruction on Official Travel, ST/AI/2013/3: Sect. 4, para. 4.2, numerals (d) and (e)

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
