Purpose of Activity/Assignment: UNICEF is seeking to establish a roster of consultants to provide technical assistance in the area of strengthening vaccines and medicines (including ARV) procurement / PSM (Procurement and Supply Management of Health Products) capacities. The roster consultants will be pre-screened against the key requirements, and once the specific TA assignment is established, selected roster candidates will be requested to check their availability, as well as to provide a financial quote for the planned engagement. The financial quote will be based on a daily fee that the consultant will quote during the pre-screening / roster establishment process. The roster will be established for 3 years, with a possibility of extension, contingent upon satisfactory performance.

Scope of Work:

Roster consultants will be expected to implement all / selected activities from the below list in the area of vaccines and /or medicines: • Conduct mapping of procurement / PSM processes. • Assess the Procurement and Supply Management performance and capability to identify bottlenecks and gaps across processes and cross-cutting enablers, including in the area of forecasting and supply planning, sourcing, pricing, international property rights, specification product lists, regulatory considerations (e.g. National Regulatory Authority, NLWGs, etc.) treatment protocols etc., potential for the pooled demand; • Develop recommendations and propose a roadmap with short-, medium- and long-term actions to address them; • Develop Capacity Development (CD) plan to address the identified gaps; • Based on the CD plan, provide capacity building activities to strengthen procurement / PSM to Government Partners.

The above activities are conducted at the initial, assessment stage. Based on the mapping / assessment outcomes (and as stipulated in the roadmap developed as a result of a mapping process), further, tailored support can be deployed. The details of such support are identified at the roadmap development stage, and can include (as an example): • Support in tools / Standard Operating Procedures (SoPs) / methodologies development / revisions; • Further capacity building activities; • Support in relation to potential procurement law changes; • Development of advocacy materials

Tasks/Milestones:

Deliverables will depend on detailed ToR activities, and can include (as an example):

  • Mapping of the vaccines and/or medicines procurement /PSM process;
  • Roadmap to address identified vaccines and/or medicines procurement /PSM process bottlenecks;
  • Capacity building/knowledge exchange activities and supporting materials;
  • Procurement / PSM SoPs, tools and methodologies;
  • Capacity building/knowledge exchange activities and supporting materials
  • Recommendations in relation to potential procurement law changes.

To qualify as an advocate for every child you will have…

  • Master’s Degree in Business, Public Health, Development, Pharmacy, Procurement and Supply Chain Management and / or in another relevant discipline for health procurement and supply management. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Minimum seven years of professional relevant work experience in health/medicines procurement systems analysis and assessment, setting up solutions for health procurement systems restructuring, reforms, and/or system improvements.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • English and working knowledge of an official language of a TA country will be required. Consultants proficient in French, Arabic, Russian or Spanish are highly encouraged to apply.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
