Consultancy title: Consultancy to Strengthen RO Capacity in the Roll-out of Solarization of Health and cold chain facilities

Duration: 5 months (60 days)

15 June 2021 – 15 November 2021 (Part time)

Duty Station: Home based/Remote support

UNICEF MENARO is seeking a consultant to support the regional office initiative in the scale up of the solarization of health and cold chain facilities, and at the same time develop the roadmap and milestones for renewable energy initiative in MENA.

How can you make a difference?

To provide technical support in enhancing the capacity of regional office and selected priority countries in MENA in the solarization of health and cold chain facilities building on the experience from Sudan and Syria to inform scale up of initiative and initiate similar process in other countries expected to receive support from Gavi and other donor.

The consultant is expected to achieve the following:

  1. Dissemination of Knowledge Management products: Generating and disseminating knowledge and evidence on the success factors for, and benefits of supporting renewable energy in the region including; i) Finalization and dissemination of the MENA guidelines to country offices; ii) Organizing a series of webinar sessions with HQ, SD, RO and country office as well donors and other interested partners; iii) Support in writing of newsletters and articles based on the lessons learned, challenges and best practices.
  2. Establishing Enabling Environment to MENARO and Priority countries: Assisting UNICEF MENARO and priority country offices in achieving the following: i) Review of the existing appropriate tools and system for assessments and analysis; ii) Develop key highlights for a regional concept note on how to effectively engage donors and Government for leveraging and Integration of renewable energy into UNICEF's cross-sector programming (based on knowledge resources, assessment tools, standardization) while capitalizing on available opportunities; iii) Organize a series of consultative sessions with HQ, SD, Country office and potential donors

Consultancy Requirements:

  • Minimum 5 years of relevant experience with solar system engineering including supporting countries in assessment, analysis, and planning for solarization project. Knowledge of MENA context is important and required
  • Advanced university degree (Master's degree) preferably in the areas of Project Management, Supply Chain management, Electrical Engineering, Renewable Energy or similar.
  • Technical training in Electrical Engineering and/ or Photo Voltaic and/or Renewable Energy is required
  • Completion of a Professional Engineering Accreditation (i.e. Association of Energy Engineers Certified
  • Business Energy Professional, Renewable Energy Professional, or similar) is desirable.

Applicants are also required to indicate availability and financial quotation in USD to undertake the terms of reference above.

TRAVEL CONSIDERATIONS:

A Need and locations for travel will be agreed on as required.

For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual. Therefore, expected travel costs must be included as a budget item in the financial proposal. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). The consultant must travel on UNICEF approved airlines.

Payment Schedule:

PROPOSED PAYMENT SCHEDULE: Monthly

UNICEF will pay a lump sum payment monthly, based on submitted progress reports. Workplan will be discussed and agreed upon with supervisor at the beginning of each month.

Qualified candidates are requested to submit:

  3. Financial quote as a lump sum, inclusive of professional fees, travel/administrative/subsistence costs, if applicable
  4. Names of three referees
