BACKGROUND

UNICEF is developing its Strategic Plan (SP), 2022-2025 at an extraordinary moment in time. The COVID-19 pandemic struck as most of the child rights-related Sustainable Development Goals were already off track, fuelling a global crisis that threatens progress for children and hitting hardest wherever systems are most fragile or in crisis, communities poorest, and discrimination and exclusion most compounded. Achieving the Goals requires that the world not only regains lost ground, but accelerates progress two- to sevenfold, reaching children in the poorest countries and the most discriminated-against, underserved communities, and building back greener, more accessible and equitable systems that are resilient against future shocks.

The SP 2022-2025 expresses UNICEF’s commitment to delivering tangible results for especially the most disadvantaged children everywhere, and seizing opportunities amid crises and uncertainty to galvanize transformative change that children across the world need. This is also reflected in the Integrated Results and Resources Framework (IRRF) through some 300 indicators at impact, outcome and output level and across Goal Areas, Change Strategies and Enablers. For these SP indicators, UNICEF will set the baseline, milestone and target values in close consultation with HQ Divisions/Offices, Regional and Country Offices. It is instrumental that the baselines and targets for the SP 2022-2025 are established based on learnings from a rigorous analysis of the current SP, and in close collaboration with stakeholders across all levels within UNICEF. Careful and thorough assessments will further improve the understanding of the new SP and provide a set of guidance for UNICEF to critically examine its corporate performance.

The consultant will support the Strategic Planning and Corporate Analysis (SPCA) unit in the Programme Effectiveness Team (PET) in the Division of Data, Analysis, Planning, and Monitoring (DAPM) with regard to:

  • Spearheading analysis of SP 2028-2021 data to inform establishments of global baselines, milestones and targets, as well as regional contributions, for the SP 2022-2025
  • Support the design, roll-out and analysis of baseline, milestone and target setting exercise.

Terms of Reference / Deliverables

Scope of Work:

Under the overall guidance of the SPCA team and technical lead of the Planning Specialist, the consultant will undertake the following work:

  1. Analysis of 2018-2021 SP data to inform baseline, milestone and target setting
  • Support identification of outcome indicators in the current and new SP where catalytic changes are required; and prioritization of areas with biggest gaps in output-outcome level change.
  • Produce an in-depth analysis of 2018-2021 SP data across impact-outcome-output levels to identify whether progress is happening at the right level.
  • Conduct analysis on the disaggregated data for SP 2018-2021 to help inform whether change is happening where it is needed.
  • Develop materials on SP progress (ppt, graphs, visuals) to be presented to DAPM management, ROs and HQ business owners to inform baseline, milestone, and target setting based on evidence and continuity
  1. Support the design of surveys/tools to collect and establish baseline, milestone and targets
  • Support revision/development of tools and surveys to collect baseline values and establish milestones and targets
  • Support development of offline templates and guidance for ease of CO use
  • Provide quality assurance and review to ensure accuracy and user-friendliness of the tools and templates
  • Troubleshoot should any issues arise
  • Support compilation of SP indicator methodology notes which will be used to set baseline, milestone and targets into one database and upload in SharePoint for ease of access
  1. Support the launch of baseline, milestone and target setting exercise
  • For impact and outcome indicators, support incorporation of existing DAPM 2030 SDG target projections in setting target values under SPCA guidance
  • Support corporate processes in relation to the incorporation of high-income country programming targets where applicable under SPCA guidance
  • Support the SPCA unit in collaboration with other agencies on working on baselines, milestones and targets for common and complementary indicators
  • Accurately aggregate the CO baseline values to get global baselines, in compliance with the SP indicator methodology notes
  • Compile the
  • Support evidence-based projection of milestone and target values based on CO reports and HQ-RO-CO review
  • Produce presentation materials, graphs and visuals to help HQ business owners and ROs set evidence-based projection of progress for 2022-2025 period
  • Using analysis to support corporate exercises related to targeted financing and advocacy priorities linked to the baseline, milestone and target setting exercises
  1. SP visualization support
  • Support analysis and visualization of SP data 2018-2021 for sharing with HQ, RO and CO audience to help set evidence-based baseline, milestone and target values
  • Work within DAPM and with other Divisions to establish a data dashboard, linking SP data across impact-outcome-output levels and showing regional contributions to global progress

Qualifications

(1) Education

  • Advanced university degree in social science, public policy, economics, political science, planning, or related field.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Excel and MS PowerPoint.

(2) Work experience

  • At least 5 years of experience in planning, monitoring and evaluation, or data analysis
  • Working knowledge and experience in UNICEF Strategic Plan or equivalent in other international organization, and thorough understanding of results frameworks and results-based management is an asset

(3) Competencies

  • Strong writing skills, being mindful of the audience
  • Ability to synthesize and present complex information in a concise manner
  • Strong organizational, planning, and analytical skills
  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
