BACKGROUND

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. Delivering and sustaining results for children requires action by both governments and the public at large. Child survival monitoring is one of the main activities for UNICEF as a response to the commitments to the Sustainable Development Goals (SDGs) and other international agreements. UNICEF monitors and assesses child mortality and stillbirth indicators at the global, regional and country level and to these efforts, the organization is engaging governments, civil society, international organizations, academic organizations and individuals working in this area. UNICEF and other members of the UN Inter-agency Group for Child Mortality Estimation (UN IGME) including WHO, the UN Population Division and the World Bank Group generate child mortality and stillbirth estimates regularly for monitoring progress on child survival and assess the impact of the COVID-19 pandemic.

The main objective of this consultancy is to provide support to the stillbirth and child mortality estimation work. Under the supervision of the Statistics & Monitoring Specialist in the Data and Analytics Section, Division of Data, Analytics, Planning and Monitoring, the consultant will support data collection on COVID-19 and child mortality data from studies, surveys, health management information systems (HMIS) and civil registration and vital statistics (CRVS), process the data and manage communication with countries. The consultant will further produce visualizations of levels and trends and projections of stillbirth and child mortality estimates and produce reproducible code.

Terms of Reference / Deliverables

Support COVID-19 related excess mortality and population data collection and processing and metadata documentation

  • Updated dataset of CRVS data on deaths, population, and births
  • Updated dataset of survey and population study data on excess mortality
  • Documentation of metadata
  • Data processing code
  • Global presentation on COVID-19 data collection and analysis results

Projections of stillbirth and child mortality estimates and visualizations

  • Standardized projection code and documentation for stillbirths, child and youth mortality including uncertainty

Data dissemination and visualisations of levels and trends of stillbirth and child mortality estimates

  • Data visualisations for IGME report, websites, and other publications
  • Standardized code for visualisations and documentation

Updated child mortality estimates disseminated to various outlets (e.g. Helix/data warehouse; agency partners; SDG database)

  • Coordination of updates and upgrades of childmortality.org
  • Integrated cause of death estimates on childmortality.org
  • Updated subnational estimates and visualizations
  • Updated and integrated stillbirth and child mortality country and regional profiles

Support production of presentations for webinars on level and trends in stillbirth and child mortality estimates at global, regional, and country level

  • Global and regional template presentation on levels and trends in child mortality
  • Country template presentation on levels and trends in child mortality and stillbirths

Support update of child mortality databases and COVID-19 related databases

  • Updated databases for children under 5 with necessary disaggregation from survey data and vital registration
  • Updated databases for excess mortality from HMIS and vital registration Updated methodological notes and translations
  • Coordinated data collection with partners and field offices

Support preparation of country consultations material

  • Updated methodological notes and translations
  • Updated email lists
  • Updated data collection forms

  • Coordinated activities with WHO and other partners (RO and ICT)

Qualifications

(1) Education

  • Master’s degree in demography, statistics, related social science or equivalent experience.
  • Advanced experience in statistical programming with R.
  • Knowledge of methods of demographic analysis and child mortality estimation.

2) Work experience

  • Minimum 3-5 years of professional experience in the area of demographic and statistical analysis.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
