BACKGROUND

The Health and HIV unit in the Division of Data, Analytics, Planning, and Monitoring is responsible for generating data products on maternal, newborn, child, and adolescent health that support advocacy and programming efforts. Many of these products are developed for key advocacy moments and events throughout the year such as the AlignMNH conference scheduled in 2023. The Health and HIV unit is also responsible for UNICEF’s global database on health, including its maintenance, updating, and revision to reflect changing country priorities and the evidence base on interventions.

Terms of Reference

In close collaboration and working with the statistics and monitoring specialist. The primary function of this consultancy is to support the development of products in support of the ENAP and EPMM initiatives and for other key advocacy moments, , to support the updating and expansion of UNICEF’s maternal, newborn, child, and adolescent health databases to include more indicators on quality of care, and to complete measurement roadmaps for childhood pneumonia, diarrhea and malaria so that better metrics for these leading killers of children can be developed.

Scope of Work/Deliverables

Task 1****: Inception report for all tasks, including prioritization of data visualizations and reports to produce for UNICEF regions and key events

Deliverable: Inception report.

Task 2****: Data visualizations and analyses for the ENAP/EPMM report and other maternal and newborn health materials for key events in 2023 (AlignMNH conference, Mothers’ Day)

Deliverable: Data visualizations and analyses produced for the ENAP/EPMM report and for Mother’s Day.

Task 3****: Support to inter-agency partnerships and technical measurement working groups on key maternal, newborn health topics including EPMM, ENAP, MPDSR, and MONITOR

Deliverable: Prepare presentations and technical notes for 2 meetings of MPDSR, 4 meetings of EPMM working group #4, 2 meetings for ENAP and MONITOR.

Task 4****: Development of data visualizations and analyses on indicators related to maternal, newborn, child, and adolescent health included in the global SDG framework and in UNICEF’s Strategic Plan for all UNICEF regions

Deliverable: Data visualizations and set of analyses on the maternal, newborn, child, and adolescent health indicators in the global SDG framework and UNICEF’s Strategic Plan for each UNICEF region.

Task 5****: Support the expansion of the maternal, newborn, child, and adolescent health database to include quality of care and effective coverage measures and produce a report on the indicator selection process and indicator metadata

Deliverable: Report documenting the steps involved in adding quality of care and effective coverage measures to the maternal, newborn, child, and adolescent health database.

Task 6****: Complete the development of measurement road maps for childhood pneumonia, diarrhea and malaria

Deliverable: Road maps developed including instructions for a consultation process for childhood pneumonia, diarrhea, and malaria (3 separate road maps)

Note: This is a deliverable-based consultancy, and payment will be made upon successful completion of the deliverables.

Qualifications

(1) Education

  • A university degree (Masters) in demography, global health, public health, social sciences, epidemiology or statistics. An advanced degree in these areas is an asset.

2) Work experience

  • 5-7 years of work experience at the national or international levels in data analysis and writing to disseminate key data and findings to technical and non-technical audiences, particularly related to health (MNCAH indicators).
  • 5-7 years of experience analyzing, compiling and presenting data, with a focus on Health (MNCAH) related areas preferably.

3) Competencies

  • Ability to communicate technical findings on health (maternal and newborn health in particular) to a range of audiences.
  • Excellent written and verbal communication in English.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
