TERMS OF REFERENCE

Background

The Government of Kenya/UNICEF previous OOSC project, financed jointly by Educate A Child (EAC) and UNICEF, successfully enrolled and retained 349,460 out of school children (48 per cent girls) in school from 2015-2019 across nine counties in Kenya. Building upon this success, UNICEF is expanding this partnership with a view to increasing the number of Out-of-School children (OOSC) enrolled and retained in schools by a further 250,000 children (50 per cent girls, 50 per cent boys and 5 per cent children with disabilities) in the next three years.

The project targets the most vulnerable and marginalized boys, girls and children with disabilities focusing on arid and semi-arid lands (ASAL) counties of Baringo, Garissa, Isiolo, Kajiado, Kilifi, Kwale, Mandera, Marsabit, Narok, Samburu, Tana River, Turkana, Wajir, West Pokot and Bungoma and urban informal settlements in Nairobi.

Through the proposed interventions, UNICEF Kenya aims to increase the level of demand, supply, quality, access and equity in the provision of quality education for OOSC through school, sub-county, county and national based interventions.

Justification

Social Behaviour Change (SBC) is a core pillar for implementing and supporting the realization of the Expansion of Operation-Come-To-School, Kenya, outcomes. SBC has a greater role in supporting outcome 1: Parents, communities and other partners have increased capacity and accountability to enhance the enrolment and retention of OOS girls and boys. Output 1 of this outcome has 3 activities that require increased SBC technical guidance and support: • Developing and implementing 17 OOSC communication and community mobilization plans at county and national levels for behaviour change. • Conducting an OOSC enrolment campaign through child-to-child, door-to-door approaches and public gatherings (barazas) • Providing outreach support in identifying and enrolling OOSC with disabilities through assessments in EARC centres or mobile EARC outreach programs.

To implement all outputs under the 5 outcomes of the project, UNICEF is working with the National Council for Nomadic Education in Kenya (NACONEK) and County Directors of Education in the 16 project focus counties. Further, UNICEF has developed Programme Cooperation Agreements (PCAs) and Programme Documents (PDs) with various International and National NGOs including Save the Children (SC); Finn Church Aid (FCA); Lifeskills Promoters (LISP); Special Olympics Kenya (SOK), Qatar Charity and Women Educational Researchers of Kenya (WERK), Inter-Religious Council of Kenya (IRCK) and Center for Behaviour Change Communication (CBCC), among others, to support implementation of various programme outcomes and outputs in the various counties. The implementation of various SBC related activities requires dedicated SBC technical guidance and support.

Activities and Tasks

Under the technical supervision of the SBC Specialist and working in close coordination with the Education Specialist and county project focal points, the consultant will provide timely SBC technical guidance and support successful implementation of the Operation Come-to-School, Kenya SBC activities. The main activities include the following: 1) Review Operation Come-to-School, Kenya, strategy documents, plans, result framework, performance monitoring plan and recent county data and map SBC activities, bottlenecks and capacity gaps and develop roadmap for providing technical guidance and support across 16 counties. Support counties and implementing partners to undertake/ analyse existing county situation/problem assessment and a communication (participant, behaviour and channel) analysis to inform design, review and formulation of county SBC plans. 2) Orient County Directorate of Education and implementing partners on SBC and provide technical guidance/support in developing/reviewing, implementing, coordinating, and monitoring and reporting on county SBC plans. 3) Working with CDEs and implementing partners, explore and promote a social accountability mechanism for the Operation Come-to-School, Kenya, clarifying the roles and accountabilities of the various publics in the community. 4) Contextualize the Operation Come-to-School, Kenya Messaging matrix and support the development and dissemination of county-based IEC package. 5) Co-ordinate with the Centre for Behaviour Change and Communication (CBCC) to ensure the radio campaign to be ran on the Digiredio platform ensures complementary two-way community engagement both on air and on the ground while mobilising community members to enroll and retain all children in school by disseminating clear, credible and consistent multi-media messages on Operation Come to School. 6) Support NACONEK in the development of a national SBC. 7) Participate in Operation Come-to-School, Kenya coordination meetings within UNICEF and at county level as appropriate and report back on the key SBC issues and action points. 8) Facilitate documentation and dissemination of good practices and lessons learned related to Operation Come-to-School, Kenya SBC technical support. 9) Prepare monthly reports, and a final consultancy report including progress on SBC outcome(s), lessons learned, gaps and recommendations.

Expected Deliverables

The consultant will provide the following deliverables: a) Operation Come-to-School, Kenya Work plan, results framework, performance monitoring plan. b) Operation Come-to-School, Kenya Messaging matrix and IEC packages. c) County Directorate of Education and implementing partners SBC Capacity building plans. d) County Directorate of Education and implementing partners SBC Capacity building implementation report. e) Radio campaign and two-way community engagement f) NACONEK national SBC g) Documentation of good practices, and facilitation of videography by CAP, where required h) Final consultancy report, summarizing SBC achievements in each county, lessons learned, gaps and recommendations.

Minimum Qualifications and Competencies

Advanced university degree in social and behavioral science, sociology, anthropology, psychology, education, communication or another relevant technical field.

Work experiences • At least 8 years of professional work experience in Social and Behaviour Change Communication and other relevant areas • Proven expertise in Social and Behaviour Change planning, coordination, implementation, monitoring and reporting. • Prior experience working with the government, UNICEF or UN agencies and knowledge of children’s, Education and development issues is an asset.

Knowledge/Expertise/Skills required • Able to promote collaboration among key stakeholders in the face of pressures and tensions among stakeholders. • Strong advocacy and analytical skills to understand data, anticipate changing priorities and identify solution, openly sharing knowledge, insights and effective practices. • Excellent oral and written communication skills in English and Kiswahili • Knowledge and versatility in message and materials development • Proven skills and experience in SBC capacity assessment and development. • Ability to work independently, within tight deadlines ensuring attention to details and following through • Willing to travel frequently within Kenya as per UNICEF travel rules, regulations and procedures.
