UNICEF Zimbabwe is seeking to hire an innovative individual consultant to provide Consultancy Services to conduct prequalification of printers and Tender processing for establishment of LTAs for Printing services.

Background

Printing Service is an essential procurement activity provided by UNICEF Harare Office to its various country programmes supporting the implementation of their deliverables for the partners. The printing materials produced are used in support of activities like nation-wide campaigns, training activities, capacity building of partners and to boost advocacy and social mobilization as well as serve as a source of information to UNICEF various stakeholders on the progress of the programme activities in the country. UNICEF is allocating a significant portion of its budget to the local procurement of printing materials. The total value of printing work done in the last three years is approx. USD 3 Million and above. The trend in resources being spent annually is expected to continue in the coming years. To respond to the high requirements of printing jobs around information materials, Information Education and Communication (IEC) material, establishment of LTA(s) (Long-Term Arrangement) with a pool of qualified printing houses is a vital procurement modality to avoid conducting repeated solicitation processes, improve the quality of the UNICEF printed materials and maintain efficiency and timely response to the programme.

Pre-qualification -

Assist UNICEF in identifying printers that the office could use for

establishment of

LTA

Review of documents received from Prospective printers.

Undertake inspection visits to the premises of the potential printers to assess their suitability, capacity (financial, personnel, logistics etc) Review and analyze all data collected during the assessment through the various visits, interviews materials and equipment inspection at the potential vendors premises

Identify pre-qualified printers to be invited for bid for establishment of LTA for printing services

(Documents review to be done remotely however visits to supplier’s premises to be done in person)

Preparation of Terms of Reference (TOR) with detailed printing requirements and Bid for

establishment of LTA

Prepare Terms of Reference (TOR) with detailed printing technical requirements and financial offer template

To produce a detailed printing checklist to effectively manage design and print requests.

Develop and recommend standardized formats and suitable papers for all printing requests

Assist in the preparation of the Request for Proposal (RFP) and pre-bid meeting for establishment of LTA

Evaluation of RFP and selection of printers for establishment of LTA

In-depth review of the bid result evaluates their performance in terms of price, quality and other aspects.

Provide thorough technical and financial offer analysis and identify printers for establishment of LTA.

To qualify as an advocate for every child you will have…

  • Advanced University Degree from a recognized academic institution in one or more of the following areas is preferred: Business Administration, Management, Engineering, International development, Contract/Commercial Law, or areas directly related to printing. First University Degree combined with demonstrated professional work experience in printing
  • Knowledge of printing process, Supply Chain Management
  • preferably in a developing country context
  • A minimum of five (5) years professional work experience in relevant disciplines(s) is required out of which minim of 3 years' experience in printing.
  • Mastery of technical knowledge (printing process knowledge, market research/analyst and supplier evaluations) required for supply
  • Management/Purchasing/Contracting
  • Knowledge of relevant information Technology software - Knowledge of Public Procurement Principles and processes.
  • Knowledge of Procurement process from procurement planning, to execution to contract management and administration, including procurement methods and tools of good procurement practice in print order process

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
