Contingency Planning is a management process that analyses disaster risks and establishes arrangements in advance to enable timely, effective, and appropriate responses. Contingency planning results in organized and coordinated courses of action with clearly identified institutional roles and resources, information processes and operational arrangements for specific actors at times of need.

Based on scenarios of possible emergency conditions or hazardous events, contingency planning as an important part of overall preparedness allows key actors to envision, anticipate and solve problems that can arise during disasters. The Contingency plans on disaster-based scenarios in Iran were developed in 2020 and they need to be regularly updated and exercised. Moreover, in June 2019, the United Nations (UN) Secretary General launched the UN Disability Inclusion Strategy (UNDIS), which provides the foundation for sustainable and transformative progress on disability inclusion through all pillars of the UN work. The policy establishes the highest levels of commitment and a vision for the UN system on disability inclusion and enables the UN system to support the implementation of the Convention on the Rights of Persons with Disabilities and other instruments such as the Agenda for Humanity, and the Sendai Framework for Disaster Risk Reduction. Through the Strategy, the UN System will systematically embed the rights of persons with disabilities into its work, both externally, through programming, and internally, through its leadership, operation, and organizational culture.

All United Nations Country Teams (UNCT) globally shall implement the UNDIS. The UNCT-Iran has established an inter-agency disability inclusion taskforce and conducts a disability inclusion scorecard on annual basis to measure its performance on the UNDIS implementation. Following the completion of the said scorecard in 2021, a 42-activity UNCT Action Plan for 2022-2023 has been developed to strengthen mainstreaming of disability inclusion across all areas of the UNCT work, such as programming, procurement and human resources, communications, and advocacy.

Under the direct supervision of the UNOCHA Senior Advisor, in coordination with UNOCHA National Humanitarian Affairs Advisor and RCO Associate Development Coordination Officer, Data Management, the individual Consultant will undertake the following tasks: 1. Support updating the Contingency Plans on earthquake and floods by outlining the UN’s and partners’ in-country response capacity and external support capacity. 2. Facilitate consultation meetings with DMT for reflecting their respective strategies in the Contingency Plans. 3. Provide effective support to the DMT in meeting the requirements of UNCT Disability Inclusion Action Plan for 2022-2023 and Gender mainstreaming 4. Support drafting of two internal reports, and other documents per week related to the Contingency plans considering the UNCT Disability Inclusion Action Plan and gender mainstreaming approach. 5. Conduct research and provide inputs to ensure gender and disability inclusion in the earthquakes and floods contingency plans. 6. Conduct an assessment of the UN Iran humanitarian planning preparedness, contingency, and response plans on how persons with disabilities have been considered. 7. Set briefing and consultation meetings with the government counterparts on the capacities and challenges regarding the disability inclusion and gender mainstreaming in Disaster Management. 8. Facilitate two workshops on Disability Inclusion in Disaster Risk Reduction and Management for DMT and OPDs in cooperation with the relevant UN staff to understand how the needs and challenges of persons with disabilities should be addressed in response to disasters and to be prepared. 9. Facilitate a workshop on Gender Mainstreaming in Disaster Risk Reduction and Management for DMT in cooperation with relevant UN staff. 10. Provide support to DMT Chair and secretariat on the disability inclusion and Gender component in the DMT RoadMap. 11. Provide regular updates to RC and OCHA on the progress of drafting the Contingency Plans. 12. Liaise with, collect, and compile inputs from the relevant UN agencies, sector leads, DMT members and task forces on the strategic objectives, standard operating procedures, funding and standard response activities of the contingency plans.

Mandatory Qualification:

A Master’s degree in one of the following fields: 1-Disaster Management, Crisis Management, sustainable development, social sciences, or related area is a mandatory requirement, or A Bachelor’s degree and four years of the relevant experience in lieu of the Master’s degree.

2-At least three years of experience in contingency management in preparedness and response, crisis management, sustainable development, international relations, or contingency communication at national or international levels is required

Desirable Qualification:

1-Work experience with disability inclusion or related support programmes/projects and collaboration with the organizations of people with disabilities.

2-Working experience with UN and understanding of UN related procedures, principles and experience with the UN is an advantage

The following documents should be submitted: a) Provide a brief methodology on how you will approach and conduct the work. b) Latest updated Curriculum vitae (CV) or resume including past experience in similar projects and at least 3 references. c) Duly executed Letter of Confirmation of Interest and Availability using the template provided by UNDP. d) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. The Offeror must ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The financial proposal shall specify a total lump-sum amount. The payment is based upon output, i.e. upon delivery of the services specified in the Terms of Reference. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lumpsum amount (including travel and other anticipated costs). No DSA or accommodation will be provided for this consultancy.
