The Digital Strategy Section (DSS) within the Division of Communication comprises Web Editorial, Social Media News and Campaigns, Digital Governance and Platforms teams working together to create compelling public-facing content and to provide digital services within the organization. Through multiple platforms and in multiple languages, the Digital Strategy Section draws attention to the many facets of UNICEF’s work, encouraging public support, participation and action, as well as ensuring greater transparency and accountability. Web stories, blog posts, photo essays, Facebook posts, Twitter campaigns, and videos for distribution via UNICEF.org, UNICEF Connect, YouTube, news media and other outlets and platforms are all a part of our digital storytelling.

Our UNICEF.org web platform is built on Drupal CMS platform that supports our entire organization at global and local levels. Our Drupal 9 CMS platform hosts our www.unicef.org, UNICEF’s flagship global site, along with 160+ sites which include UNICEF regional/country sites, microsites, and some other key sites. The platform is architected to give communication experts the tools they need to publish visually compelling stories and research. UNICEF is using Acquia Cloud Enterprise as the hosting platform.

In our effort to maintain and grow our communication efforts, we seek to continually expand the ecosystem of the sites, enhance and iterate upon the platform.

How can you make a difference?

Purpose

  • Support the organizational effort in maintaining and continuously enhancing the Drupal platform while ensuring its uninterrupted and cost-effective operation
  • Support the organizational effort in growing and governing the ecosystem of public communication sites

Expected results: (measurable results)

  • Platform testing, design, site onboarding and other platform related technical projects coordinated and timely executed
  • Release and feature testing timely conducted ensuring the uninterrupted operation of the Drupal platform while bugfixes, improvements, change requests, and new features are continuously being deployed
  • Platform functional documentation regularly and timely updated to reflect platform new features and functional changes
  • Requests for onboarding new sites to Drupal platform processed and sites onboarded following the agreed timelines
  • Platform functional and technical issues troubleshooted and resolved in line with the established operational level agreement

Description of the assignment

Project management:

  • Project manage and coordinates multiple workstream pertains to UNICEF.org web platform’s product development cycle
  • Assists the platform design team in tracking and managing design projects
  • Establishes tools and processes for project and resource management for the team
  • Co-ordinates the implementation of project plans to ensure adequate human and other resources are appropriately provided

unicef.org platform:

  • Coordinates testing and user acceptance of new platform features
  • Leads release testing, and post-deployment spot checks, including drafting and grooming the test cases
  • Coordinates with QA automation of business-related test cases
  • Leads on development and maintenance of the platform technical documentation
  • Assists in providing level 3 support in troubleshooting functional and technical platform issues

Site delivery:

  • Coordinates delivery of new Drupal sites hosted on UNICEF.org web platform
  • Monitors sites transition and roll-out progress against plans; conducts risk analysis and mitigation when necessary
  • Gathers client requirements, conduct business analysis of the new site and functionality requests
  • Coordinates implementation of the functional structures within Drupal sites

To qualify as an advocate for every child you will have…

Key competences, technical background, and experience required Deadline

  • Master’s Degree in communication, web development, new media, international communications and/or related, extensive training and experience in digital communications and project management, or a Bachelor’s Degree plus at least 2 years of demonstrated professional experience in the field of technical project management.
  • A minimum of eight years of technical project management experience working on website or development of digital products
  • Experience in technology and creation of websites; web-savvy is an absolute requirement
  • Experience in building sites with Drupal as an enterprise web content management system
  • Degree or certification in Project Management is a plus
  • Experience working on enterprise-level web projects with localisation and multiple users and groups
  • Experience working with various project management methodologies
  • Experience in managing design projects is a plus
  • Demonstrated technical understanding of the agile project management and scrum methodology
  • Must have strong people skills and be a good diplomatic communicator
  • Must be very well organized and detail oriented
  • Experience with work in a non-profit organization is a plus
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4. At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
