Background and Objectives** The Individual Consultant work assignment falls in the framework of the project “Reviving the Spirit of Mosul by Rebuilding its Monumental Landmarks”, financed by the United Arab Emirates (UAE – hereinafter the ‘Project’). The Project aims at the restoration and reconstruction of the historic landmarks of Mosul, notably the emblematic Al-Nouri Mosque, and its celebrated, leaning Al-Hadba Minaret. The project also includes two churches in the Old City of Mosul, Al Tahera Syriac Catholic and Al Saa’a Churches. Through rebuilding and restoration of cultural heritage in the Old City of Mosul, the project will contribute to job creation, the return of displaced Mowslawis, skills development and important steps towards reconciliation. The Project is being implemented within the framework of the UNESCO flagship initiative ‘Revive the Spirit of Mosul’, launched by the UNESCO Director-General in 2018, and focusing on the human dimension of reconstruction. Currently, the Project has moved from the I Phase – aimed at completing a first set of onsite activities, such as demining and rubble removal – to the II Phase, which will include the preparation of detailed designs for the included sites, as basis to commence the actual reconstruction works. Considering the above, UNESCO has activated different processes for selecting the design Teams, such as the launch of an International Architectural Competition for the Reconstruction and Rehabilitation of the Al Nouri Complex, and of a Request for Proposals for the Al Tahera Syriac Catholic Church. This phase of the process will require technical advisory services to: a) facilitate the competition process from the Technical point of view; b) ensure a smooth and efficient analysis of technical deliverables, as prepared by the selected design Teams, with a view to understanding the specificity of the Iraqi context; c) support the consultative process with the Project’s stakeholders, in particular the Joint Technical Committee (JTC), with specific regard to detailed technical issues and options; d) support the smooth kick-off of the reconstruction/rehabilitation works, with a view to the specificities of the local context. The Consultant is expected to provide Technical Advisory services on the above mentioned key Project’s components, across the different stages of implementation, leading from the design to the construction phases. **2. Purpose of the Assignment** Within the framework of the project, the “selected Expert”, in coordination with UNESCO Iraq Office and under the direct supervision of the Senior Project Officer, shall provide Technical Advisory services, from design to start of the construction phase, on the three sites included in the Project’s scope. The Consultant will benefit of assistance from local UNESCO staff, as required for a proper implementation of expected activities and completion of required deliverables. Long Description ---------------- **3. Duties/Tasks and Expected Output** The “selected Expert” will undertake the following specific tasks, in close coordination with UNESCO Iraq Office, and under the direct supervision of the Senior Project Officer: a) Provide Technical advises to the UNESCO Secretariat of the International Architectural Competition for the Reconstruction and Rehabilitation of the Al Nouri Complex (hereinafter “the Competition”) during the process, including – but not limited to- the preparation of the final report for the jury; b) Provide Technical support in the evaluation and approval of the different design stages for the Al Nouri complex, as prepared and submitted by the selected Design Team, with a view to actual feasibility in the specific context of Iraq; c) Provide Technical support in the evaluation and approval of the different design stages for the Al Tahera Syriac Catholic Church and Al Saa’a Church, as prepared and submitted by the selected Design Teams, with a view to actual feasibility in the specific context of Iraq; d) Provide Technical support in the completion of the rehabilitation design for the historical houses located in the north-eastern sector of the Al Nouri complex, with a view to architectural issues linked to ameliorating functional systems while preserving their historical value; e) Provide Technical support in preparing the technical contents of stakeholders’ meetings at the different stages of the Project’s implementation, including the JTC meetings and targeted events with local professionals and institutions; f) Provide Technical support in conducting market-researches to favour a sound understanding of the local context in terms of availability of required equipment/materials/skilled personnel for the actual execution of the works, beforehand; g) Provide a report on a monthly basis. The report will include description of activities undertaken, any challenge encountered and any corrective actions suggested; h) Participate in regular meetings with UNESCO Iraq team and with relevant stakeholders, including relevant Iraqi authorities, in order to provide overviews on progress of works and/or discuss specific aspects that might arise during the execution of the works; i) Prepare a final report identifying challenges, difficulties encountered and suggestions for improvements for future similar works, as well as for follow-up activities. Long Description ---------------- **4. Timetable and Deliverables** **4.1 Contract duration** The duration of this contract is of minimum 7 months (with possibility to extend to 11 months), starting indicatively/ tentatively from 1st March 2021 until 30 September 2021. The assignment will be Iraq based, with the Consultant being expected to be present in Mosul, Iraq, frequently and as required by the assignment’s needs. **4.2 Contract deliverables** a) Prepare Monthly Reports, describing the activities undertaken, the challenges encountered and a way forward. The report will also include – in the form of annexes – any specific technical document produced, as well as photographic documentation of onsite activities as needed, to be submitted in original format (RAW/TIFF and/or JPG). b) Prepare a Final Report, describing the progress of activities during last month and providing an overview of tasks implemented during the assignment, of the challenges encountered, and of the actions undertaken, including providing recommendations for next phases of the work. The Final Report will also include – in the form of annexes – any specific technical document produced during the last month, as well as photographic documentation of onsite activities as needed, to be submitted in original format (RAW/TIFF and/or JPG). **5. Education:** MA in engineering/architecture or BA in engineering/architecture with two additional years of relevant professional experience (mandatory). **2. Work Experience:** • An established professional background in architecture/engineering, with a minimum of 10 years of experience in design/supervision of architectural projects ; • A proven track record in assessing, documenting, monitoring and designing/supervising interventions of restoration/rehabilitation on historical/archaeological sites and/or new designs in historical/archaeological contexts through concrete examples ; provide at least 3 concrete examples of previous relevant assignments, with detailed description of assignment and direct functions/responsibilities); • Previous experience in Iraq; **3.
