BACKGROUND

The consultant will work with UNICEF’s WASH in Emergencies & Fragile Contexts Unit NYHQ to provide support to UNICEF's Regional Offices (ROs) and Country Offices (COs) on Infection Prevention and Control (IPC) and WASH in the framework of the COVID-19 response and other potential outbreaks. The consultancy will be carried out on a ‘demand’ basis and the consultant will support UNICEF in various IPC/WASH related topics as per main deliverables. Furthermore, the consultant will work with an IPC working group at Headquarters that is composed of staff from Health, C4D, Education, Protection and other sections to develop UNICEF’s IPC Roadmap and Strategy with the aim to streamline IPC across UNICEF programmes both in humanitarian/ emergency and development settings

Terms of Reference / Deliverables

Reporting to the Senior Advisor WASH in Emergencies & Fragile Contexts, the consultant will work closely with UNICEF PG WASH and Health staff to provide the necessary IPC support to the Regional and Country offices and will extend other support related to potential public health emergencies. In addition, the consultant will work with the IPC Working Group to lead on the development of the IPC strategy and roadmap for UNICEF.

The senior IPC Consultant will lead specifically on all matters related to WASH/IPC: Development and delivering of training to UNICEF, Government and partners’ staff; reviewing and aligning programmes to COVID needs; recommending IPC/WASH interventions in health care facilities, schools and public places; supporting WASH/IPC programmes on the ground and responding to UNICEF Country Office’s requests related to WASH/IPC. The senior consultant will also work with UNICEF’s IPC working group on developing UNICEF’s IPC Roadmap and Strategy including finalizing the structure, conducting consultations with internal and external audience, setting milestones, drafting the technical sections, assessing capacity gaps, preparing plans, etc.

NB: The exact list of tasks may evolve in time and be adjusted to the requests from UNICEF Country Offices.

Deliverables

  1. Support to the IPC Working Group for the finalization of the IPC Strategy & Roadmap document, which outlines a clear UNICEF vision for IPC, strategies to be employed, recommendations on streamlining IPC in emergency preparedness, emergency response, and regular programmes, identifying capacities needed in-house at all levels to deliver on the set targets and proposed way forward. Draft document to include:
      1. A chapter on the consultative process within UNICEF and with partners at global, regional and country levels.
    1. chapter on advocacy/C4D strategy for the IPC roadmap.
    2. A chapter on Resource Mobilization
  2. Compilation of WASH & IPC content to be uploaded in an institutional IPC webpage and/or used for training purposes
  3. Development of an internal webpage/repository with relevant information and documents on the institutional IPC strategy that serves as a one-stop shop resource
  4. Develop and update IPC training materials
  5. Training of selected UNICEF staff per region and/or priority countries to strengthen institutional capacity on IPC
  6. Support a number of priority COs in mainstreaming WASH/IPC in their regular and emergency programme work
  7. Provide additional IPC support as requested by ROs/COs and IPC WG

The consultant will work on full-time and remote basis for 142 working days within a period of 7.5 months. Full-time consultants are eligible for PTO and UN holidays.

Qualifications

1) Education

  • Advanced University degree International relations, Business administration, Public Health, Civil engineering, Geology, Hydrology, or a field relevant to global public health.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint and MS Outlook.

2) Work experience

  • A minimum of 15 years' experience of solid professional work at the senior level, including significant field experience, in the UN or other international or national humanitarian organizations, national government or the private sector;
  • Knowledge and expertise in WASH/IPC required;
  • Skills and experience in facilitating and conducting trainings required
  • Knowledge of UNICEF Health and WASH programmes required;
  • Proven track records in developing strategic documents required;
  • Experience in preparedness and response to health emergencies required (including Covid-19 and Ebola)

3) Competencies

  • Fluency in English is required (written and verbal). Fluency in French, Spanish or Arabic is an asset.

    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
