- Knowledge of and experience of strengthening sanitation policy and related programming in low- and middle-income settings is essential.
- Experience working with relevant government Water and Sanitation Ministries, Departments and Agencies at national and sub-national levels for WASH service delivery and/or regulation in developing countries is desired.

BACKGROUND
Purpose of Activity/Assignment:
UNICEF plans to establish a pool of pre-qualified consultants, valid from June 2022 to June 2027, with expertise in policy and governance to support UNICEF and its government partners to achieve a robust policy environment that leads to sustainable and equitable safely managed sanitation services for all. The purpose of the consultancy is to provide technical assistance to strengthen policy and governance aspects of government systems in line with UNICEF’s Game Plan to Reach Safely Managed Sanitation. Selected applicants will be placed in a roster and deployed to provide technical support to countries (national governments and UNICEF country offices) including the documentation of experiences to support the global learning agenda.
Scope of work:
As part of the efforts of achieving the ambition of UNICEF’s new Game Plan to Reach Safely Managed Sanitation, a global Sanitation Systems Strengthening Hub is being established to provide country level technical support on the five pillars of the game plan (governance, financing, data, capacity development and innovation). A pool of pre-qualified consultants is to be set up and consultants are to be deployed rapidly and flexibly to provide technical support to countries as needed.
The UNICEF Sanitation System Strengthening Hub is to be set up in phases. The first phase will involve providing technical support in the Policy and Governance pillar focusing on providing technical assistance on the roll out of African Sanitation Policy Guidelines (ASPG) across African countries in collaboration with AMCOW and other partners. Similar policy strengthening support will be available for countries in other UNICEF regions. Based on the experience of this phase, the roster of consultants will be expanded to attract more consultants covering other pillars of system strengthening – financing, capacity development, data and information, and innovation to support the full ambition of UNICEF’s Game Plan on Sanitation.
Consultants are to be engaged to support one or more countries as needed depending on their expertise and experience to provide guidance and technical support to governments in sanitation policy development, supporting the uptake and use of the ASPG across Africa and other regions, to improve collaboration, clarify roles, and involve all stakeholders with the goal of effective and inclusive institutions.
More specific and detailed deliverables and their deadlines will vary according to each consultancy based on country needs. The shortlisted consultants will be trained and given orientation on strengthening sanitation policy environment and the use of relevant tools before deployment for country support.
Terms of Reference / Key Deliverables:
- Participate in and produce brief training report with recommendations on how to improve country support on policy strengthening for safely managed sanitation
- Country level support and deliverables for ASPG roll out provided as per detailed TOR
- At least 3 draft sanitation policies reviewed
- Country level support on sanitation policy assessment and review provided as per detailed ToR.
- Report on country level experiences produced.
Qualifications
Education:
- Advanced university degree (Master’s) in Engineering, Public Health, Social Sciences, or a related discipline
- Consultant should have good communication skills in English and, depending on the country, other languages, particularly French, Arabic and Portuguese
Work experience:
- The consultants should have a minimum of eight years' working experience on sanitation preferably at country level and have extensive experience with project management.
- Knowledge of and experience of strengthening sanitation policy and related programming in low- and middle-income settings is essential
Experience working with relevant government Water and Sanitation Ministries, Departments and Agencies at national and sub-national levels for WASH service delivery and/or regulation in developing countries is desired.
Strong communication skills (written and oral) in English are required

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
