Background

As part of the MICS programme, UNICEF continues to strengthen its MICS support mechanism at all levels, so that implementing partners in countries can receive the required level of technical assistance on a timely basis at critical survey stages and are in a better position to support the implementing partner. New 7th round of the MICS programme has been launched in March 2023 and there are already numerous ongoing and planned MICS7 surveys or MICS7 surveys in the pipeline. There are also about 15 MICS6 surveys that are still in design, data collection, or data processing stages.

A very important element of MICS design and implementation is sampling, which is a very specialized field of work. Excellent sampling support is needed during the design, implementation, and reporting stages of all surveys. Given that the MICS team does not have a sampling expert, the programme is in continuous need of sampling consultants.

Terms of Reference/Deliverables

Scope of Work

In order to fully support MICS planning, implementation and dissemination activities and the organization of the ESARO MICS7 Survey Design Workshop, UNICEF HQ needs to hire a high-level sampling consultant to advise on sampling related issues, provide feedback on data analysis (calculation of sample weights) and report writing (review of sampling related components of final reports).

Specifically, consultant support is needed in the following sampling-related areas of work:

• Reviews of MICS sample designs

• Calculation of MICS sample weights

• Calculation of MICS sampling errors

• Reviews of sampling related chapters of the MICS survey final reports

• In-person facilitation of ESARO MICS7 Survey Design Workshop

Specific tasks

Task 1

1. a. Reviews of sample designs

b. Calculation of sample weights

c. Calculation of sampling errors

d. Review of sampling related chapter of the survey final reports

e. Facilitate ESARO MICS7 Survey Design Workshop

*Deliverable*****:

Submit a technical review report with feedback and suggestions for

a. sampling plans of 4 (four) surveys.

d. of the relevant chapters of the 6 (six) survey reports, and

e. One workshop related materials presented, and details of country specific support provided during the workshop.

Travel included (Johannesburg, South Africa approximately 9 days)

Qualifications

(1) Education

  • Master’s degree in or equivalent in Survey Sampling or Statistics with special expertise in survey sampling.

(2) Work experience

  • At least 15 years’ experience at senior level in designing samples for household surveys.
  • Expertise with the sampling methodology of MICS and/or DHS (Demographic and Health Surveys).

(3) Competencies

  • Proficiency in a range of PC/web applications, including but not limited to: SPSS, MS Word, MS Excel, MS PowerPoint.
  • Extensive experience of working in developing countries on sampling.
  • Fluency in English and at least one of the following languages: Spanish, French, Arabic, Russian.
  • Strong organizational, planning, and analytical skills.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system
  • Upload copy of academic credentials
  • Financial proposal that will include:
    • the costs per each deliverable and the total all-inclusive (lump-sum) fees for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
