BACKGROUND

The Division of Data, Analytics, Planning and Monitoring (DAPM) aims at strengthening decision making and organizational learning now and for the future, improve effectiveness and drive results of UNICEF (United Nations Children s Fund) and its partners to realize the rights and improve the life of every child.

In pursuit of this overall intention, a Rights and Results Based Management (RRBM) training has been developed in 2020 by DAPM and the seven UNICEF Regional Offices , harvesting lessons learned and recommendations from the 2019 Independent Assessment of UNICEF RBM Learning Strategy. In January 2021, the new training was rolled out by the Regional Offices.

The new course combines two fundamental programming approaches that have supported UNICEF's work for the advancement of children’s rights in the last decades: Results Based Management (RBM) and the Human Rights Based Approach (HRBA).

The 12-module RRBM training course is routinely taken by UNICEF Country Offices at the start of the development of their new Country Programme. Increasingly, the training has become a “learning by doing” experience, with staff designing their theories of change and other relevant parts of the Country Programme as part of the training.

Since its roll-out, significant changes have occurred: from the approval of UNICEF’s new Strategic Plan to the development of the new upcoming guidance on Country Programme Planning (CPP), from the interagency work around the United Nations Sustainable Development Cooperation Framework (UNSDCF) to clear recommendations on the implementation of the Humanitarian, Development and Peace nexus.

A revision of the RRBM training course is hence necessary to allow the country offices which are submitting CPDs to the Executive Board’s approval from September 2023 onwards to fully integrate these changes.

DAPM will provide a more detailed list of required changes which include adaptations to reflect changes in:

  • new Strategic Plan (SP) and new Gender Action Plan (GAP),
  • revised UNICEF core values (CRITAS) and recent work on Diversity, Equity, and Inclusion (DEI),
  • new guidance on Country Programme Planning (CPP), which includes new ways of designing the 4 main steps of country programme planning, notably the Evidence Synthesis, Prioritization, Theory of Change, Results and Resources plan,
  • updates on risk analysis and risk-informed programming, potentially also latest updates on ERM (Enterprise Risk Management), if already available,
  • interagency work around the United Nations Sustainable Development Cooperation Framework (UNSDCF), including in exceptional circumstances,
  • recommendations on the implementation of the Humanitarian, Development and Peace nexus,
  • Integrating adaptive approaches to programme planning, implementation, and monitoring

any other topic that may emerge from the preliminary consultations the consult will hold with UNICEF staff and external master trainers.

Terms of Reference / Deliverables

The consultant will review 12 modules of the RRBM training, with particular attention to the first 6 ones covering Country Programme Planning to ensure alignment with the new corporate provisions. A set of compiled observations and recommendations for available improvement.

The revision will also benefit from and integrate the observations/lessons learnt of the master trainers who have used the modules to train Country Offices, and of the Regional Offices who have managed the training roll out. Observations relate to the course’ methodology and pedagogical approach, length, and depth of each module (with any needs to shorten or deepen the content of each module).

A steering group comprising DAPM (Programme Guidance Unit and Organizational Learning and Knowledge Management Unit), and the seven regional offices will provide guidance to the consultant and review and approve the work.

Qualifications

(1) Education

  • A master’s degree in business/public administration, international development, social sciences, education, or related area is required.
  • Expertise in communication, customer orientation, and preferable excellent understanding of performance management systems, training materials, and competency framework.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook, and Lotus Notes.

2) Work experience

  • Minimum 10 years of professional experience with a specific track record of conducting capacity building, developing training materials and programme planning-related work in international organizations or major development actors.
  • Familiarity with the organization’s commitment to results-based management and its approach to strategic planning and preparation of new country programmes.
  • Prior work experience with UNICEF or other UN agencies is an asset but familiarity with UNICEF’s child rights mandate, foundational norms and programming principles is essential.

3) Competencies

  • Proficiency in English is required. Competence in another UN (UNITED NATIONS) language (Arabic, Chinese, French, Russian, Spanish) would be an asset. Expertise in HR data analysis and reporting
  • Ability to work effectively in a team and ability to produce quality work under minimal guidance and supervision.
  • Excellent writing, communication, and people skills; ability to express ideas and concepts concisely and clearly in written and oral form. Strong organizational, planning, and analytical skills
  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
