The purpose of this external announcement is to attract suitable individual consultants for Social Behavioral change Specialists (SBC) from outside the organization to be part of UNICEF's roster in Lebanon. This announcement is targeting candidates outside of UNICEF (non-staff) with interest in working in different regions in Lebanon for the next 36 months. The roster will continue pre-screened individuals found suitable for the assignment. Candidates will be placed in the roster for a period of 36 months and call upon a need based on suitability of assignment and availability.

Based on the applications suitable individuals will be identified for the roaster. However, the hiring process will be, need based and specific terms of reference being shared with the relevant individuals as per area of interest indicated in their application.

Note that Inclusion in the Roster does not guarantee any future contractual relations with UNICEF.

How can you make a difference?

Background:

UNICEF Lebanon launched in 2019 the first C4D roster, 11 candidates were recommended, during the past two years and in response to the multiple emergencies and to implement social behavioral change, RCCE, advocacy and capacity building most of the candidates were solicitated and were available to provide support on time which helped in reducing the delay due to recruitment process. The roster was beneficial for the whole office and not to C4D/SBC section, candidates were called as per their capacity to provide services to field offices, WASH, child protection and SBC sections.

In 2022, some of the candidates got full time job, left the country, or are planning to leave the country. The SBC section is willing to refresh and expand this pool of expertise and to enrich the roster with fresh and new qualified people who would be able to provide their support when it is needed, in both development and humanitarian settings, to be able to better respond to the current new challenges in the country, for both Lebanese and not-Lebanese population. This will also be an opportunity to better tailor the identification of new profiles in line with the ongoing transition from Communication for Development to Social and Behaviour Change, at global, regional and national level.

Scope of work:

Based on the needs, the candidate will be responsible for the preparation, implementation, documentation and evaluation of the defined assignment within the different area expertise mentioned below.

Area of Expertise:

UNICEF Lebanon is therefore looking for Social and Behavior Change individual consultants to support all programs which include Early Childhood Development (ECD), Education, Child Protection, Health and Nutrition, Water and Sanitation (WASH), Youth and Adolescents.

Specific areas of interest are indicated below:

  • Planning and strategy Development of Social and Behavior Change
  • Capacity building and materials development
  • Community system strengthening
  • Child Rights (training and engagement of children, youth and communities)
  • Advocacy (community, municipality level)
  • Peacebuilding and Social Cohesion, conflict sensitive programing
  • Emergency C4D/Social Behavioral Changes Communication (SBCC), including disease outbreak communication
  • Innovation for SBCC implementation, monitoring and documentation
  • Use of Rapid Pro and other software for real time data collection
  • Accountability to Affected Populations (AAP) and Community Feedback mechanisms
  • Participation including children and youth and minority groups

Deliverables

Deliverables will be identified in a specific TOR during the actual recruitment process based on the scope of the assignment and it could be, development of strategy, conducting capacity building, documentation, and monitoring of specific project.

Below, examples of deliverables and tasks that would be implemented in an SBC project:

  • Design evidence based SBC strategic plans with monitoring framework and activities through community engagement, community dialogues, social mobilization, advocacy and other SBCC approaches as appropriate.
  • Support strengthening and establish community platforms for children, youth and community including linkages with local governments structures.
  • Support in the engagement and coordination with partners including private sectors at the community and household levels to ensure systematic planning and implementation of context-specific strategies for raising the demand for and acceptance of quality services.
  • Prepare, tailor and customize training packages as per community needs defined by UNICEF field offices or SBC/Field Operation teams
  • Deliver or facilitate the delivery of training (SBC, RCCE, AAP) on job coaching, mentoring for UNICEF staff, implementing partners, Government counterparts and local stakeholders.
  • Provide technical assistance to partners working with traditional and religious leaders, community influencers, private sectors, municipalities and caregivers to promote social behavioral change.

Schedules will be identified in a specific TOR during the recruitment process as the deliverables varies based on the actual scope of the assignment and it could be development of strategy, conducting capacity building, documentation, and monitoring of specific project

Timing:

Successful applicants will be placed in the Roster and called upon need basis and it is expected to start the assignment within 1 to 2 weeks of confirmation of availability.

Candidates will be responsible for periodically updating their profiles.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in communication for development of the social/behavioral sciences (Sociology, Anthropology, Psychology, community-based development, public Health Education) with emphasis on participatory communication, strategic communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions. *A first University Degree in a relevant field combined with 15 years of relevant experience in lieu of advance university degree.
  • A minimum of 10 years of progressive experience.
  • Previous experience with UNICEF is an asset.
  • Knowledge of child right and local governance and decentralization.
  • Knowledge of current developments in the fields of risk communication and community engagement and emergency Communication for Development/Social and Behavior Change Communication.
  • Previous experience in strategic communication planning, social and behaviour analysis, formative research and evaluation of communication interventions.
  • Ability to conceptualize, innovate, plan and execute ideas.
  • Communication skills, to work closely with variety of partners, stakeholders and communities at large.
  • Proven skills in communication, networking, advocacy, negotiation and analytical.
  • Monitoring and supervisory skills.
  • Influencing and persuading skills.
  • Computer skills, internet navigation and various office application.
  • Establishing working relationships both within and outside the organization.

Language Requirements

  • Fluency in English and Arabic is required for national candidates.
  • Knowledge of French is an asset.

Working knowledge and ability to develop materials and facilitate meetings and workshops in English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
