Result of Service With this consultancy, OCHA ensures adequate capacity and resources within the CBPF Section to deliver on a successful roll-out of its new Global Guidelines scheduled for the first half of 2023 by (1) finalizing the roll-out plan in coordination with management and other Sections of the Pooled Fund Management Branch and (2) implementing the roll-out, providing guidance to Humanitarian Financing units and preparing and conducting virtual clinics and (3) coordinating the translation process from the original English version into Arabic, French and Spanish.

Duties and Responsibilities Under the overall leadership of the Head of Section, and the direct supervision of the Head of the Fund Management Support Unit, the incumbent will carry out the following duties:

- Finalize roll-out plan in coordination with management and all units of the CBPF, set roadmap for milestones and deliverables for the first half of 2023. - Action and monitor the implementation of the roll-out plan, draft guidance for Humanitarian Financing Units on country-level, alert the Section Chief of potential obstacles to implementation and prepare progress updates to OCHA management. - Coordinate inputs from members of the Section for the roll-out and the review process of the country-level Operational Manuals for all 20 Funds to reflect the new Global Guidelines. - Prepare and conduct virtual clinics in consultation with Heads of CBPFS Units providing in-depth guidance on selected sections of the new Global Guidelines. - Draft and revise communication and advocacy messages on the Global Guidelines and coordinate with OCHA’s Donor Relations Section as required. - Coordinate with PFMB’s Guidance, Learning and Reporting Section to ensure aligned roll-out of Global Guidelines and oneGMS (new Pooled Funds grant management system). - Coordinate the translation of the Global Guidelines into Arabic, French and English. - Finalize an online document repository with relevant documents of the revised Global Guidelines as well as other resources to enhance the alignment of approaches and promote best practices. - Perform other duties as required for the Section.

Qualifications/special skills One year experience in policy and project development and drafting guidance is required. Experience in coordinating large stakeholder consultation processes is required. Experience in working with Humanitarian Pooled Funds is required. Advanced university degree in political science, social science, public administration, international studies, economics, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Languages English proficiency is required. Advanced writing and verbal communication skills are required.
