**OVERVIEW** ------------ Parent Sector : UNESCO Institute for Statistics (UIS) Duty Station: Santiago Job Family: Education Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 27-FEB-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- The UNESCO Institute for Statistics (UIS) plays a critical role in the Education 2030 Agenda by producing cross-nationally-comparable education indicators and working with partners to develop new indicators, methodologies, statistical approaches and monitoring tools to better assess progress towards the international education targets. It is the designated lead agency for producing the indicators needed to track global progress towards Sustainable Development Goal 4 (SDG 4), while sharing responsibility for some targets with other agencies. The main objective of this assignment is to support the establishment and reinforcement of the UIS regional presence in the Latin America and Caribbean Region (strategic planning and technical assistance) within the framework of the UIS Medium Term Strategy and the annual programme. In this context, he/she will review and map existing focus areas that the UIS needs to provide specialized technical assistance, methodological guidance and develop partnerships/relations to build statistical capacity; make recommendations for a regional strategy and workplan and implement agreed activities. Long Description ---------------- **Scope of work** - In collaboration with UNESCO Office in Santiago and Regional Bureau of Education for Latin America and the Caribbean (LAC)develop medium term strategies and annual work plans outlining the priorities for the Latin America and Caribbean Region in relation to strengthening the reporting and monitoring by countries of the SDG4 Agenda. - Review and report on effective practices to advance UIS' field strategies related to UIS questionnaires' completion and data reporting. - Support the development of UIS regional activities aimed at launching, supporting the follow up and review of the Sustainable Development Goals (SDGs) and the Education 2030 Agenda as well as promoting evidence-based policymaking. - Conduct activities required for the regional implementation of UIS programmes in the fields of education, literacy skills measurement, and assessment of learning outcomes, science, technology & innovation, culture, and communication & information statistics. - In collaboration with the UNESCO Regional Bureau of Education, conduct mapping of key stakeholders in the region and enhance the UIS's network of partnerships involved in data quality at national and regional levels. - In collaboration with the UNESCO Regional Bureau of Education, develop a regional resource mobilization plan. - Carry-out background cross-national and country specific research, including literature reviews and research of background papers to inform progress of UIS activities. - Prepare materials for the launch UIS annual reports, including country fact sheets and briefing materials related to statistics and analysis. - Liaise with the UNESCO Office in Santiago, the Regional Bureau for Education, UNESCO national and cluster Offices (particularly for implementation of UIS workplan), as well as Regional Bureau of Science and Culture (for specific projects) for the effective implementation of UIS activities in the region. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - Training in project management would be an asset. ***Experience*** - A minimum of 4-7 years of progressively responsible experience in technical assistance, project management, building strategic alliances and partnerships and resource mobilisation pertaining to statistical and information practices, processes, and systems in education. - Relevant professional experience in projects elaboration and management with a statistical component, preferably at a regional level. Experience in projects providing advisory services to countries in formulating and implementing national strategies for reporting and monitoring education data would be an asset. - Experience in comparable statistics and EMIS - Relevant experience at the national level in a Government ministry and/or at least 2 years of relevant experience at the international level (UN or international agency/organization). - Experience working in or with countries in Latin America & Caribbean. ***Skills/competencies*** - Knowledge and understanding of theories, concepts and approaches relevant to reporting and monitoring of SDG4. - Knowledge of sustainable development issues related to education in the Latin American & Caribbean region. - Capacity to plan, organize and manage for quality and results - Demonstrated ability of collaboration, knowledge sharing, to build consensus, negotiate and apply good judgment - Demonstrated ability to improve programmes or services; analyzing situations proposing options to solve problems or meet client needs. - The ability to communicate effectively (orally and in writing) - Technical competence in the use of I.T. tools and both standard office and data processing/analysis software (i.e., MS Excel, MS Word, SPSS, Stata or SAS) - Experience working with statistical databases such as ORACLE and SQL would be an advantage. ***Languages*** - Excellent knowledge of English and Spanish. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
