Background UNICEF re-established its office in Libya in 2011 to spearhead emergency preparedness and response. UNICEF scaled up its programmes in 2019 after a Country Programme 2019 – 2020 and its extension to 2021 was approved by the Libyan government and ExCom.

Since 2011, UNICEF worked closely with the partners to support basic service provision; to build a protective environment for children; and to contribute to evidence generation and evidence-based policy dialogue. Gender, youth, and children on the move were critical cross-cutting priorities throughout the year. UNICEF’s nine Annual Work Plans, signed with relevant line ministries for 2019-20, were revised to incorporate COVID-19 prevention, mitigation and response. Where basic services were not available for the most vulnerable, UNICEF provided humanitarian assistance in line with the Humanitarian Response Plan 2020 with international and national NGO.

In order to continue with the programme implementation, UNICEF is looking for a dedicated Resource Mobilization consultant to deliver key communication documents that will be required to scale up the resource mobilization efforts by the country office

How can you make a difference?

1.Summary of the Key Assignments Under the strategic guidance of the Deputy Representative, close cooperation with the Partnership Specialist, Section Chiefs, Communication Specialist, the communication consultant will be responsible to produce the donor packages on the following programme components:

i. Cross-cutting • Multi-sectoral child-friendly centers - Bayti • Blue Print programme with UNHCR • Multi-sector emergency preparedness and response

ii. Youth • One overall for the youth programme including social entrepreneurship programmes, youth communication and community engagement, and youth employment/internships/ TVET

iii. Health • Strengthening vaccination programme/ introducing coronavirus -19 vaccination

iv. Child Protection • Children associated with Armed groups and the Monitoring and Reporting of grave child rights violations • Mine Risk Education • Mental Health and psychosocial support • Ending Violence Against Children

v. WASH • Overall WASH programme (Water and sanitation)

vi. Education • Life skills /citizenship education and Technical and vocational training (TVET)

vii. Evidence Generation • MICS • Overall evidence generation

viii. Others • To be determined

2. Methodology of the Assignment • The Deputy Representative, Programme will share the key documents (Country Programme 2019 – 2020 and its extension, Programme Strategy Notes, and other relevant documents) as well as the contact list of key programme colleagues that will assist the consultant to develop the donor documents on specific programme components. The Deputy Representative will also provide an outline to be used across all the documents with minor alterations. • The consultant will share the first draft with the supervisor and respective programme sections that will done in an eye-catching templating/design • UNICEF programme team will submit one round of the feedback to the consultant , after which the donor briefing document will be finalized and resubmitted to the supervisor.

3. Deliverables and Payments • The consultant will be requested to submit a financial proposal that includes the overall cost of the consultancy. • Only one payment will be done upon submission of all the documents based of the submission of the tasks outlined in the section2 using the methodology outlined in the section 3 of this ToR.

4. Qualifications and Skills

To qualify as an advocate for every child you will have…

  • Advanced University degree in Social Sciences; Development, Planning, Communication, or related technical field.
  • Work experience: At least 5 years of progressively responsible professional work experience at the international levels or with the international organizations, agencies or NGOs in the area of communication, reporting and partnerships

    Language experience: • Excellence in oral and written English

    Other skills • Graphic design

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
