I. Background

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does, as outlined by the Convention on the Rights of the Child. Since 1995, UNICEF Georgia has been working to ensure every child is protected, healthy and educated by fostering social inclusion of the most deprived children and reducing disparities and inequities affecting children and their families. To achieve universal realization of child rights, UNICEF Georgia works in partnership with national and local authorities, donors, religious leaders, academia, private sector, media, civil society organizations, children and adolescents. These partnerships and related projects are increasing in scope and necessitate additional support to address ongoing and future requirements. As such, UNICEF Georgia is looking to recruit a Reports Assistant to support the office with the extra workload.

II. Tasks and Deliverables

The consultant should:

  • Assist in compiling, editing, and/or the development of various concept notes, proposals, results-based reports, terms of references (ToRs), presentations and other programme/management documents as requested by the Representative;
  • Prepare objective reviews on major developments covering socioeconomic and political landscapes in Georgia, as directed by the Representative;
  • Prepare briefs based on reports and publications of the Government of Georgia, European Union (EU) or any relevant body, to keep the Representative/Deputy Representative abreast of the latest developments;
  • Attend and document strategic meetings, workshops, and events as guided by the Representative;
  • Assist the Representative in reviewing various documents and deliver appropriate feedback;
  • Conduct research on thematic topics and produce concise reports;
  • Support the development of strategic partnerships, as guided by the Representative;
  • Assist in administrative tasks as necessary.

III. Essential Qualifications

  • Minimum Bachelor's Degree in Management/ Development/ Business/ International Relations or other related fields;
  • Minimum 2 years of work experience as per the functions listed above;
  • Fluency in written and spoken English and Georgian languages;
  • Ability to analyze reports, publications and other data sources;
  • Ability to review financial reports and draft proposal budgets;
  • Versatility to work on different types of projects;
  • Ability to work in politically and culturally sensitive manner, with tact and diplomacy;
  • Excellent analytical and organizational skills;
  • Excellent social and inter-personal skills;
  • Good understanding and commitment to serve the aims derived from UNICEF's core values;
  • Work experience in UN agencies will be an asset;

IV. Supervision and Reporting Responsibility

The Reports Assistant will work under the direct supervision and guidance of the Representative. The Reports Assistant will provide weekly task-activity reports to monitor the progress on deliverables.

The performance of the Reports Assistant will be evaluated against timeliness, efficiency and quality of work delivered.

V. Duration of Contract

The contract is for 3 months: from 1 December 2020 through 28 February 2021.

VI. Payment Terms

The monthly remuneration will be negotiated between UNICEF Georgia and the selected candidate, based on an initial proposal of the selected candidate. Applicants are therefore requested to submit a monthly gross remuneration proposal in GEL.

VII. Termination of Contract

The contract can be terminated by either party before its expiry date by giving a one-month prior notice in writing to the other party.

However, in the event of termination on the ground of misconduct, UNICEF will be entitled to terminate the contract immediately, without prior notice.

In case of early termination of the contract, the Contractor will be compensated on a pro-rata basis for no more than the actual amount of work completed to the satisfaction of UNICEF.

VIII. Application Deadline and Documents

The deadline for the application submission is COB 17 November 2020. The applications should include:

  • CV (with at least three references);
  • Cover letter;
  • Proposed monthly gross remuneration in GEL.

Shortlisted Candidates may be invited to a written assignment and/or an interview in November 2020.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
