Remote consultancy: Reporting & Partnerships (Donor & end year reporting) Consultant, UNICEF Iraq

Purpose of Activity/Assignment:

Corporate reporting, including end year reporting and reporting to donors, is an important instrument for accountability and monitoring of ongoing performance. It enables each Country Office (CO) to regularly assess its programmatic and operational achievements, the strengths, and weaknesses of its approaches, and share learning and innovations that will inform corrective actions and scale-up, as needed. It provides an opportunity for UNICEF to collectively analyze performance, document results and value-addition of its contribution to results for the most disadvantaged children and women, in the context of UN Sustainable Development Cooperation Frameworks (UNSDCFs), national priorities, UNICEF’s Strategic Plan and the Sustainable Development Goals.

End-of-year reports and assessments include, inter alia, narrative assessments of progress for all active Outcomes and Outputs, Summary Narrative, End-Year Situation Reports (SitReps) and Consolidated Emergency Reports (CERs). End-of-year assessments of progress against planned results reported in the Results Assessment Module (RAM) are a primary source of information for the Executive Director’s Annual Report of the Strategic Plan and multiple other reports as well as resource mobilization efforts at the country, regional and global levels.

Additionally, the work assignment will support donor reporting and proposal writing work as one of the key positions covering this critical work is in transition.

Scope of Work:

Under the supervision of the Resource Mobilization (RM) Manager, the Reports Consultant will draft, edit and provide quality assurance for the RAM outcome and output analytical statements, the End-of-Year Summary Narrative, the End-of-Year SitReps and the CERs (including, but not limited to, related two pagers and case studies). The Consultant will gather and analyse information ensuring quality of results-based reporting, strength of analysis, link to results and attention to UNICEF reporting priorities (e.g., gender, disability, evidence, partnerships, attribution of results, etc.) and submitting relevant deliverables as per EY global timelines and guidance.

The Consultant will also provide donor reporting, mid-year humanitarian reporting (sitreps) and resource mobilization support, as required, and conceive, draft and revise allrelated materials for a donor report and event package; these will include, among others, briefings, power point presentations, and speaker notes.

The consultant will report to the Resource Mobilization Manager, UNICEF Iraq Country Office

The consultancy is for a duration of 120 working days ending on 31 March 2024

  • Based on materials provided by the Reports Specialist, RAM outcome and output analytical statements are drafted and submitted as per global timelines and guidance. Quality of results-based reporting, strength of analysis, link to results and attention to UNICEF reporting priorities (e.g., gender, disability, evidence, partnerships, attribution of results etc.) is assured.
  • RAM reporting components are aligned with other reporting deliverables (SitReps, CSIs, donor event materials).

November-December 2023

Draft End of Year Summary Narrative, with queries.

  • RAM statements and additional materials collected through Reports Specialist are sued to draft the End-of-Year Summary Narrative.
  • End-of-Year Summary Narrative is drafted and submitted as per EY global and regional timelines and guidance.

Initial submission to RO of all narrative reporting components

Following high-level review by senior management, initial submission to RO of all narrative reporting components is prepared for upload by Reports Specialist.

Develop queries for sections based on feedback received from RO and HQ

Following feedback received from RO and HQ, queries to sections, to be communicated via the Reports Specialist, are developed.

Integrate responses and compile final package

All responses are integrated, and the final package is compiled for upload by the Reports Specialist.

Final proofreading

The final uploaded text is proofread before official submission.

  • In coordination with the Reports Specialist, the CER texts is drafted/revised with particular attention to strength of analysis, links to results and role of thematic funding.
  • CERs are aligned with other reporting components (e.g., COAR, SitReps, SMQs and donor event materials).
  • Executive summary is drafted.
  • In collaboration with the Reports Specialist, Human Interest Stories (HISs) and case studies are identified, compiled, reviewed and re-drafted.
  • Query documents are developed, in collaboration with the Reports Specialist, for sections to fill out.
  • Narrative components of non-thematic two-pagers are revised and edited.

  • Public-facing annual report is written drawing on COAR materials, human interest stories and innovations from 2022.
  • Highlights, visualizations and infographics are identified.
  • In collaboration with the Reports Specialist, additional information - including human interest stories, innovation cases, financial information, partnerships lists, Rep foreword, etc. - is collected.
  • The final text is revised based on feedback received (up to 2 revisions).
  • Coordinate with designer on layout and presentation.
  • Final text is proofread prior to publication.

Minimum Qualifications required:

Advanced university degree in international relations, political science, communications, international

development/development studies, or another relevant technical field.

Knowledge/Expertise/Skills required:

- A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external/donor relations, corporate reporting or other relevant area.

- Relevant experience in a UN system, especially UNICEF, other international development agency or organization is considered as an asset.

- Experience in donor relations and donor reporting is a strong asset.

- English fluency and strong oral and written communication skills.
