By adopting its most progressive and forward-looking strategic plan, Gender Policy and Gender Action Plan (GAP) 2022-2025, UNICEF demonstrates the organization’s strengthened commitment to the promotion of gender equality and the empowerment of women and girls as its core mandate. These plans recognize that to achieve success, gender equality must be integral to all of UNICEF’s programmatic work, as the agency undertakes new, targeted, and transformative actions for adolescent girls.

The GAP III identifies four key areas to enhance adolescent girls’ leadership: promoting adolescent girl’s nutrition, pregnancy care, and prevention of HIV/AIDS and Human Papillomavirus; advancing girls’ education, learning, and skills including science, technology, engineering mathematics and digital skills; eliminating child marriage and early unions; and promoting accessible and dignified menstrual health and hygiene services, including tacking taboos about menstruation.

Since the launch of GAP 2022-2025, It is imperative that UNICEF ROSA develops a Regional Strategy that clearly stipulates ROSA’s regional gender priorities. In line with key Global Commitments, as well as building on UNICEF South Asia Gender mainstreaming strategy 2018-2021 and results delivered so far under it.

UNICEF Regional Office for South Asia (ROSA) requires an individual consultant to provide technical assistance to the Gender section with gender-related information and knowledge management. UNICEF aspires to base gender programming on the latest, most up-to-date data to inform strategy and deliver for adolescent girls as well as to enhance its programmes by creating and learning from the sector and programme-specific evidence. To fine-tune gender interventions in the region, UNICEF ROSA seeks IM and KM assistance to collect, aggregate, analyze, and visualize gender thematic data and to lead the section on evidence, learning, and knowledge management activities, including the establishment of a community of practice involving internal and external stakeholders.

How can you make a difference?

1. Gender Country Profiles

  • In consultation with ICT and Planning sections, Update the Gender country profiles (Power BI dashboards) as per the country SiTAn and new UNICEF data and evidence.
  • Liaise with the gender focal points to get updated country-level data for the Dashboards.
  • Develop a comparative regional gender dashboard in collaboration with gender focal points from the 8 regional countries and the ROSA gender team.

2. SAR Adolescent Girls Community of Practice

  • Plan and coordinate monthly community of practice (CoP) meetings.
  • Liaise with different sections to organize brown-bag sessions for the community of practice.
  • Support regional programmatic interventions for adolescent girls by identifying and disseminating best practices through the CoP.

3. Knowledge Management

  • Compile, analyze, systematize, and share gender-relevant data and infographics.
  • Organize and update the section’s SharePoint page with new resources.
  • Provide inputs for the regional Knowledge management newsletter.
  • Represent the section in the ROSA knowledge management working group.

4. SAR Gender Annual Report

  • Support the team to develop the regional gender annual report.
  • Review the COARs and compile feedback for consideration by the CO Gender focal points.
  • Compile Good practices from COs COARS that could contribute to Global and regional GAP reports.

To qualify as an advocate for every child you will have…

  • University degree in social sciences, international relations, gender or women’s studies, international development, or in an area relevant to UNICEF’s work
  • Academic credentials in gender are strong assets.
  • A minimum of 2 years of experience and demonstrated track record of knowledge management, field and desk-based research on gender and development that are relevant to UNICEF’s Gender Action Plan.
  • Experience in designing knowledge products, conducting data analysis, and producing gender thematic reports, visuals, and work plans
  • Experience in supporting results-based programmes/projects on gender and development.
  • Demonstrated knowledge of the gender and social context of the South Asia Region is required
  • Previous work experience in a developing country context is a strong asset.
  • Experience with NGOs or the UN system (especially UNICEF) is a strong asset.

  • Excellent verbal and written communication skills presentation and editorial skills
  • Proficiency in Power BI, Tableau, and data visualization required
  • Working knowledge of additional analytics and visualization tools such as Google Data Studio, R, Infogram, etc. will be an asset.
  • Ability to work independently, adhere to a clear work plan, and be directly accountable
  • The consultant should be flexible to work odd hours to have SAR time-friendly meetings

Application to include an all-inclusive financial proposal in $ for the daily/monthly rate to undertake the terms of reference and indicate your availability for the assignment.

Travel will include four missions within South Asia and at least one visit to Regional Office (if not based in Nepal); additional missions may be added.

Payment of professional fees will be based on the submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by the program and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met before taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

Consultants and Individual contractors are responsible for paying any taxes derived from the earnings received from UNICEF.
