Consultancy: Conducting a needs assessment, developing an action plan and relevant training packages, and conducting related capacity-building activities for the implementation of a community resilience programme. (Only for Iranian Nationals)

Background

Successful completion of this assignment will contribute to the objectives of Activity 4 of the 2021-2022 work plan with the Iranian Red Crescent Society (IRCS): Support strengthening of community resilience for prevention, mitigation, and response to natural and man-made hazards through operationalization of Red Crescent Houses in 31 provinces.

Objective

Iran is prone to large-scale natural hazards, in particular earthquakes and floods. It is also one of the countries severely affected by the outbreak of COVID-19. Therefore, Iran has a great need for highly prepared Child Protection services in emergencies, and the development of related emergency preparedness and response standards, protocols, and resource materials. This is line with UNICEF’s efforts to support the enhancement of national capacities for the provision of timely and quality Child Protection services during emergencies.

This consultancy will contribute to achieving the following key objectives:

a. Conducting a needs assessment for a community resilience programme and developing an action plan based on the results of the needs assessment.

b. Developing at least four training packages based on four priority areas identified in the action plan for strengthening community resilience, using a community-based approach.

c. Building the capacity of IRCS focal points and volunteers through roll-out of the above-mentioned training packages in 31 provinces.

Methodology and Technical Approach

In line with the above-mentioned objectives, this consultancy aims at increasing community resilience for prevention, mitigation, and response to natural and man-made hazards. To do so, a comprehensive needs assessment identifying strengths, limitations, and gaps/needs in this area is necessary. A context-specific action plan, including priority areas for intervention, will subsequently be developed, based on the needs assessment.

While taking due note of the local context, infrastructures, and capacities, the needs assessment and action plan should both also draw upon lessons learned from similar countries/contexts, as well as global standards for increasing community resilience, e.g. the IFRC Framework for Community Resilience, Sendai Framework for Disaster Risk Reduction, and the Core Commitments for Children in Humanitarian Action.

Based on priority areas clarified in the action plan, at least four training packages for strengthening community resilience through a community-based approach should be developed.

The packages include – but are not limited to:

a) A resource book composed of concepts, principles, standards, and human and financial resources related to community resilience.

b) Age (early childhood, middle childhood, adolescent, and adult), gender and culture-sensitive curricula, and educational tools. c) A facilitators’ guidebook.

The packages should provide guidance/measures to ensure participation and inclusion of all children such as children of minorities, children with disabilities, and vulnerable groups. Furthermore, it should provide recommendations for a community-based approach during the large-scale occurrence of infectious diseases such as the recent outbreak of Coronavirus.

The content of the package should include – but will not be limited to – the following topics:

- Definition of community resilience, its principles, and its importance in the protection of children in emergencies.

- Protecting children’s mental health during emergencies and the importance of developing child-specific Mental Health Psychosocial Support strategies.

- Guidance for ensuring Accountability to Affected Population (AAP).

- Guidance for promotion of child and community participation.

- Programme curriculum and relevant tools, including suggested activities, monitoring, reporting and documentation tools.

- Monitoring and evaluation framework, including indicators, baselines, targets, and means of verification.

The consultant will also conduct training workshops for IRCS focal points (max. 35 participants), based on the above-mentioned packages. She/He should develop criteria for the selection of the participants. She/He should envisage a mechanism to evaluate the workshop and receive feedback from the participants. In the context of the COVID-19 outbreak, UNICEF and IRCS will foresee proper measures to observe the Infection Prevention and Control (IPC) protocols for conducting the workshop.

Considering that, for the purpose of this activity, IRCS focal points will be selected from YAS teams, and therefore, belong to vulnerable groups themselves, the training package should be developed for this specific target group with a view to building their capacities to lead community resilience activities within their respective communities. As a result, the consultant should have sufficient expertise in building the capacities of vulnerable groups.

All documents will be developed in close consultation with key partners and relevant organizations, in particular IRCS, to ensure incorporation of the field experiences of these organizations and feasibility/functionality of the package in the field.

Total number of required days: 120 days

N.B. The consultant will require 152 days for implementing the activities, including 120 working days.

N.B. All reports and presentations, except those related to the final deliverable, should be submitted in Persian.

Management and Organization

Management: The consultant will work under the direct supervision of the UNICEF Child Protection Specialist. The responsible government partner is the Iranian Red Crescent Society.

Travel: Duty travel of the consultant for the implementation of the consultancy within the country shall be included as part of the all-inclusive quotation (lump sum), in which case the consultant will be responsible for her/his travel arrangements. Due to the outbreak of COVID-19, any travel related to the implementation of this consultancy requires UNICEF approval prior to the trip.

The Consultant will be responsible for organizing and coordinating all meetings with the counterparts as required.

Budget and terms of payment

The consultancy fee shall be paid in installments, upon approval of relevant deliverables by UNICEF and the responsible government partner, based on the above schedule.

Conditions of Work

The consultant shall use her/his own facilities to manage the work, but, where circumstances demand otherwise, shall be allowed to make use of available UNICEF office space, computer, and internet facilities with prior notification and arrangement with the supervisor and UNICEF Admin/ICT. The provision of these facilities by UNICEF shall be subject to their availability.

Ethical Note

All the products developed in the course of this consultancy are the intellectual property of UNICEF. The consultant may not share these products without the expressed permission and acknowledgment of UNICEF Iran.

Evaluation

The minimum score for technical competency is 65. The applicant should submit a technical and financial proposal (maximum 3 pages), outlining methodology, proposed technical team members, timeframe, and financial breakdown.

Qualification #1: Minimum Master’s degree in social work, psychology, emergency and disaster management or related disciplines.

Score: Master’s degree (5 scores), Ph.D. (10 scores), Maximum 10 scores

Qualification #2: Minimum 5 years of working experience in the field of Child Protection including field experience in Child Protection in Emergencies.

Score: 4 scores per year; Minimum 20 scores

Qualification #3: Proven experience in conducting needs assessments, including preparation of the related report.

Qualifications

The consultant should possess the following qualifications:

• Minimum Master’s degree in social work, psychology, emergency, and disaster management or related disciplines.

• Minimum 5 years of working experience in the field of Child Protection, including field experience in Child Protection in Emergencies.

• Proven experience in conducting needs assessments, including preparation of the related report.

• Proven experience in the development of training curricula and materials.

• Proven experience in facilitating relevant training workshops.

• Previous experience in working with vulnerable communities is an asset.

• Previous working experience with UNICEF/UN and relevant national and international organizations involved in emergency response is an asset.
