Consultancy for developing and piloting a package of interventions to prevent overweight and obesity in under five children

Purpose: Developing and piloting a package to interventions to prevent overweight and obesity in under five children

Location: Ardebil, East Azarbayjan

Duration of Contract: 200 working days (9 months)

Start Date: March 2021

Reporting to: Nutrition Unit, UNICEF Iran

  1. Background

The prevalence of childhood overweight and obesity, one of the most serious public health challenges is increasing in all countries, with the most rapid rise in low and middle-income countries. Children with overweight and obesity suffer severe health consequences in childhood and are at high risk of becoming obese adults, resulting in increased risk of non-communicable diseases and reproductive disorders later in their life.

The recent national survey* indicates that 14 % of under five children in the country are at risk of overweight, and obesity, with 24.6% and 16.4% of under five children in Ardebil, East Azarbayjan being at risk of overweight and obesity, respectively. Furthermore, the CASPIAN-V study demonstrated that almost 20% of school age children are overweight and obese. Taking into consideration that prevention is always the best approach in tackling public health issues, the necessity of prevention of overweight and obesity in under five and preschool children is evident.

2.Objectives

The main goal of this consultancy is, supporting the MOH to have a pilot tested package of interventions to prevent overweight and obesity in under five and preschool children. In particular, this consultancy will contribute to achieve the following key objectives in selected provinces:

To identify the main determinants of overweight and obesity in under 5/preschool children

To develop Communication for Development (C4D) strategy for prevention of overweight and obesity

To develop a contextualized model to prevent overweight and obesity in under five and preschool children

To pilot a contextualized model to prevent overweight and obesity in under five and preschool children in selected areas.

3. Methodology and Technical Approach

Various data and information collection methods might be used in this study, as well as roundtable discussions with stakeholders. A proposed package of interventions to prevent overweight and obesity should be evidence-based and contextualized. Detailed implementation plan and monitoring and evaluation framework should be part of this package. Lessons learned and the recommendations from the pilot study will be considered for a potential scale-up of the package.

4. Activities, Deliverables, Indicators, Timeframe, and Schedule of Payment

Act 1:

Identify key determinants of overweight and obesity in under five/preschool children in selected provinces.

Corresponding Deliverable: Report of the root cause analysis of overweight and obesity in under 5/preschool children in selected provinces

Time frame: 15 working days

Payment (%): 10% (Agreed root cause analysis)

Act 2:

2.1. Identifying the intended results and priority interventions through the formulation of a Theory of Change;

2.2. Developing a package of interventions to prevent overweight and obesity in under five/preschool children, estimated budget and M&E framework including relevant indicators

2.3. Developing C4D strategy for prevention of overweight and obesity

2.4. Organize consultations to discuss the strategy and package of interventions with stakeholders and incorporate their comments

Corresponding Deliverable: 2.1 Report of the intended results and priority interventions/2,2 Report of consultations/2.3 A minimum package2.4 Draft of C4D strategy

Time frame: 25 working days

Payment (%): 20% (Agreed minimum package)

Act 3:

Piloting* a package of interventions in priority provinces including evaluation & monitoring of the study

Corresponding Deliverable: 3. Progress report

Time frame: 150 working days (over a period of 6 months)

Payment (%): 40 % (Acceptance of the progress report)

Act 4:

Submission of the final report

Corresponding Deliverable: 4. Final report

Time frame: 10 working days

Payment (%): 30% (Acceptance of the final report)

Total number of required working days: 200 working days (9 months)

N.B. All reports and presentations should be submitted in electronic version in English and Persian.

*Piloting a package is subject to the control of the COVID-19 outbreak in the selected areas.

The final deliverable; subject to which the last payment will be made, should include an executive summary in English and a PowerPoint with key findings/recommendations of the consultancy.

5. Management and Organization

Management: The Consultant will work under the direct supervision of UNICEF Nutrition officer. The responsible government partner is Department of Nutrition-MOH.

6. Budget and terms of payment

The consultancy fee shall be paid in three installments, upon approval of relevant deliverables by UNICEF and the responsible government partner, based on the above schedule.

7. Conditions of Work

The consultant shall use his/her own facilities to manage the work, but, where circumstances demand otherwise, shall be allowed to make use of available UNICEF office space, computer and internet facilities with prior notification and arrangement with the supervisor and UNICEF Admin/ICT. The provision of these facilities by UNICEF shall be subject to their availability.

Domestic travel arrangements (ticket & accommodation) will be reimbursed by UNICEF based on actual travel at the applicable rate.

8. Qualifications

The consultant should possess the following qualifications:

PhD, MD/PhD or post graduate degree in public health nutrition, nutrition sciences or related fields.

Minimum ten years of working experience in the field of public health nutrition at the national level

Previous working experience with UNICEF/UN is an asset.

A high level of written and oral communication skills in English is required.

Possess the following skills and competencies:

Ability to work with minimal supervision

Skills in facilitation of stakeholder engagements/workshops

Evidence of having undertaken similar assignments

Demonstrate excellent interpersonal and professional skills in interacting with government and development partners

Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity

9.Call for proposals

  • A proposal shall include the following:
  • Cover letter
  • Full curriculum vitae of the researcher/his or her qualifications and experience
  • The technical proposal including the approach that the researcher will follow in executing the assignment
  • Reference to similar work (final products that are available and accessible)
  • Financial proposal

9. Evaluation process and method

The technical proposal shall account for 75 points of the total score for selection. The minimum passing score for the technical evaluation is 65. The financial proposal shall account for 25 points of the total score for selection.
