How can you make a difference?

The Education section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to act as a rapporteur for Knowledge Management for ASEAN Online Dialogue on Digital Transformation, co-hosted by ASEAN, UNICEF and Ministry of Education, Viet Nam on October 15, 2020.

Background:

The East Asia and Pacific Region is home to more than one quarter of the world’s children and adolescents—around 580 million. Despite significant improvements in expanding access to education, achieving learning outcomes remains a challenge. Approximately 78 million children and adolescents in the region are in school, but not learning adequately (i.e. not reaching minimum proficiency standards)[1].

These challenges also represent an important opportunity to ensure children and adolescents are encouraged to learn, explore, and prepare themselves for the future, which in turn will shape economic, political and social outcomes in the region.

In collaboration with the ASEAN Secretariat (Senior Officials Meeting on Education), and the Ministry of Education Viet Nam, UNICEF is co-hosting an online dialogue on the theme of digital transformation for education systems. In the context of education, digital transformation not only refers to improving access to technology and digital learning platforms, but also, and equally important, to strengthening the ability of education systems to nurture digital literacy and transferable skills for all children and young people. The proposed dialogue would promote creative and flexible education responses to the ongoing disruption education systems are facing with a view to strengthening ASEAN education systems to be more resilient through digital transformation and by harnessing private sector partnerships, thereby fostering digital literacy and transferable skill development for all children.

This dialogue will be held online on October 15, 2020 and will include Ministers of Education, as well as related Ministries (Youth, ICT, Labor, others).

Objectives of the Meeting:

The focus of this half-day meeting will be to:

  • To recognize the growing urgency to promote digital literacy and transferable skills across ASEAN education systems, to share good practices and highlight challenges;
  • To establish consensus amongst ASEAN Members States on the promotion of sustainable and innovative solutions in integrating digital literacy and transferable skills across education systems, and for all children and adolescents; and
  • To identify areas for further research and action by Member States and partners.

To support UNICEF for this important regional meeting, a consultant is required to effectively document the meeting proceedings, including presentations, keynote speeches, discussions and recommendations. The final deliverable will be a meeting report that does not exceed 10 pages, excluding annexes.

The meeting will take place on 15 October 2020 in an online format. The exact timing will be finalized, but will likely be in the morning, Viet Nam time (i.e. 9AM – 12PM). The consultant should keep this timing in mind when applying, in case they are working remotely.

The consultant is expected to attend and be the lead person to take notes at the meeting. The consultant will then develop a well-written, concise meeting report, which will be disseminated to the ASEAN Secretariat, the Ministry of Education (Viet Nam), and UNICEF colleagues for inputs and approval.

Purpose of Assignment and Expected Result:

  • The purpose of the work is to primarily support the Regional Advisor, Education and the organizing team in UNICEF RO to document the proceedings of, and recommendations arising from, the upcoming ASEAN Dialogue on Digital Transformation.
  • Expected results are to have a consolidated, ready-to-publish Conference Report once the event has taken place, including information on the participants, speakers, discussion points and recommendations.

Description of the Assignment

  • Speaker bios of all guest or keynote speakers to be documented.
  • Serve as rapporteur during the half-day meeting.
  • Develop a final meeting report that summarizes all sessions, discussions, and key recommendations and take-aways.
  • Circulate the draft report for feedback from the key partners (UNICEF, ASEAN Secretariat, Ministry of Education, Viet Nam). Consultant should anticipate up to 2 rounds of feedback.
  • Produce a quality report ready for dissemination among high level representatives.

  • Serve as meeting rapporteur during the High Level Meeting

  3. Full meeting notes to be delivered to UNICEF in a template format by end of contract

  • Final conference report produced, reviewed by UNICEF, ASEAN and World Bank Group, and approved

  2. Inputs collated and shared with the Rapporteur by October 29, 2020
  3. Incorporate feedback and share final report by November 5, 2020

Estimated Duration of Contract: 5 working days during 10 October 2020 – 10 November 2020

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, business, journalism, editing, public relations, media, communication, or other relevant disciplines.
  • Minimum five years of professional work experience in tasks requiring research, knowledge management, and documentation, with recognized technical expertise in the areas of education and/or adolescent programming.

  • Previous experience delivering high-level conference reports is an asset.

  • Work experience and/or proven familiarity with countries in the East Asia and Pacific region is an asset.

  • Fluency in English is necessary.

  • Knowledge of any other languages spoken in the region would also be an advantage.
