How can you make a difference? Background Coming to mid-year of the strategic plan and one quarter of the way through the UNICEF Child Protection Strategy. There is a new Theory of Change for child protection in humanitarian situations and there is a new Regional Theory of Change for Children in the context of human mobility. The purpose of the 2023 LAC CP Network meeting is to focus on few themes to deepen our understanding on the evidence and programming possibilities.

Ending violence against children is a Flagship Priority, mandated by the RMT with a specific focus on corporal punishment (two-thirds of children aged 1-14 experience violence discipline at home), sexual violence (for young women the prevalence ranges from 1%-25%) and armed violence (1 in 10 deaths of children are due to homicide). A revised approach to addressing on-line violence has been developed globally. The direct causality of bulling in school and suicide ideation is a reality in the region.

Children are on the move in LAC. While globally children make up approximately 15% of the migrants, in LAC it is 25%. A Theory of change to address the needs of migrant and refugee children and their families has been developed. Incorporating themes that cross all programme areas, there are two areas within this TOC that are the specific responsibility of child protection – identity, and protection and care.

Humanitarian crisis is a reality in the region. Tropical storms and hurricanes, with the related flooding, happen yearly. In other areas there is the drought and environmental degradation. Some of the countries also face conflict situations. Globally a new theory of change has been developed to be reflected on for this region, considering the country development/income status as well as the predominance of the impact of climate events.

Purpose of the consultancy Under the overall guidance of the Child Protection Regional Adviser and Child Protection Specialist, the purpose is to gather information arising from the Child Protection Regional meeting, organize it and deliver the report that includes the development of the topics, conclusions, recommendations, and commitments, as well as photographs of the meeting of the regional network for the protection of children in Latin America and the Caribbean to be held from September 26 to 29, 2023.

Specific Tasks

- Design a methodology for the process of collecting information and key points of the meeting. - Draft the meeting report. This will include collect and organization all the materials used in the meeting (presentations, discussions, group work products, recommendations, supporting documents, quotes from participants), to produce a draft meeting report in Spanish and English, showing the development of each topic, with conclusions and recommendations of no more than 40 pages, including photographs. The report should be submitted in Word, written in formal writing style. - Final report, in Spanish and English, which reflects comments made by the reference group.

Expected Results A final report in English and Spanish which summarizes the meeting and action points, noting that consultant will travel to Panama from 25-29 of September for the Child Protection Network meeting.

Education - University degree in social communication and journalism and/or social sciences or any related field.

Work Experience - A minimum of five years working in the social sectors of international development. - Practical work experience in Latin America and the Caribbean. - Proven experience in the production of documents, reports for technical area: child protection. - Strong analytical skills to compile and consolidate information and produce concise and easy to understand documents. - Strong writing experience. - Experience in photography. - Office package (WORD, EXCEL, PowerPoint, PDF, among others) and Internet skills. - Proven experience working in a multicultural environment. - Experience in documenting/writing minutes for child protection meetings.

Languages - Fluency in Spanish and English is required.

Technical knowledge • Basic knowledge in Child Protection. Other skills and attributes • Demonstrated excellent skills for research, consolidating information and report writing. • Able to work effectively in a multicultural environment. • Knowledge of UNICEF child protection strategy and approaches • Previous with UNICEF desirable • Basic use of ICT tools such as email, Teams, Skype, Zoom, WORD. • Possibility to work with minimum supervision. • Creativity and innovation in reporting will be an added value.

Supervision: - The consultant will work under the direct supervision of the Child Protection Specialist in close collaboration with the Child Protection Regional Adviser for UNICEF Latin America and Caribbean. - A reference group (participants in the meeting) will be established for this assignment. The reference group will be given 2 weeks to review the draft report and provide comments for consideration in the final report.

Workplace: - The consultant will work in person for the full child protection network meeting, based in Panama City, Panama, with their own laptop and camera/mobile phone equipment. And will also be home-based, using their own personal premises, materials, and equipment for the preparation and report writing. The consultant will be required to have access to Skype/Zoom/email to facilitate the communication required during this assignment.

Duration: 10 days.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
