The Education team at UNICEF Innocenti - Global Office of Research and Foresight (GORaF) is implementing the Women in Learning Leadership (WiLL) programme in partnership with IIEP-UNESCO Dakar. This programme examines the underrepresentation of women in school leadership positions and the extent to which the gender of school leaders affects learning outcomes. WiLL follows a mixed methods approach at the global and country levels. At the global level, the WiLL team is conducting multi-country regional analyses using existing secondary data. At the national level, WiLL is currently being implemented in four countries.

The consultant will contribute to this work by developing and supporting research design, quantitative data analysis, data collection efforts, engagement with key partners, and report writing. This will include: - Supporting the implementation of the WiLL programme at the country level by leading administrative data analysis, drafting data collection instruments, analyzing primary quantitative data and report writing. - Engaging with country office counterparts, government officials and other key stakeholders throughout the implementation of the research. - Reporting on the findings in various formats, including in policy briefs, reports, PowerPoint presentations or briefing notes. - Contributing to efforts to develop tools to examine school management and leadership behaviors and practices through a gender lens and the representation of women in school leadership.

How can you make a difference?

Country-level work: WiLL is implemented in each country through several phases. The first two phases focus on analyzing the policy framework and administrative school census data. The third phase consists on the collection and analysis of primary data collected in schools, and the fourth includes dissemination and policy-making.

Main activities will include: • Participation in co-creation workshops with Ministry of Education officials and key partners, and continuous engagement with these stakeholders. Preparation, cleaning and analysis (descriptive and econometric) of administrative school census data. • Development of the survey to be conducted in schools and analysis of the data collected. • Supporting desk research • Writing of reports based on the data analysis and the literature on the topic.

Toolkit development: WiLL is developing a toolkit to examine school management and leadership behaviors and practices through a gender lens. The development of the toolkit will support both in-country work where it will be used for data collection at the school level, and global efforts (as a global public good). The toolkit encompasses quantitative (survey) and qualitative methods. Main activities will include the development of the quantitative component: • Exhaustive review of existing surveys related to management as well as survey tools used to measure gender differences. • Support in the development of a new survey instrument. • Support in the piloting and adaptation of the survey instrument. • Analysis of the data collected • Writing reports based on the data analysis.

To qualify as an advocate for every child you will have:

  • An advanced university degree (Master’s or higher) in Economics, Education, Sociology or related Social Sciences
  • A minimum of five years of progressively responsible professional work experience at national or international levels in inclusive education for children with disabilities, with experience working in developing countries.
  • Strong quantitative research skills, including data analysis, data collection methodologies and experience working with financing data.
  • Demonstrated ability to work well as part of a team and to forge and manage partnerships with internal and external stakeholders.
  • Excellent written and oral communication skills for a variety of audiences.
  • Commitment to UNICEF’s core values of care, respect, integrity, transparency, accountability and sustainability.
  • Fluency in English and French required; fluency in another official UN language (Arabic, Chinese, Russian or Spanish) desired.

Desirable qualifications:

• Experience working in the UN or other international development organizations is an asset. • Demonstrated experience designing large-scale surveys. • Ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
