The Division of Public Partnerships (PPD) works to strengthen UNICEF's position as a partner of choice for children's rights among governments and public actors around the world. The division is doing this by positioning children's rights in the intergovernmental and multilateral fora and engaging with governments and public institutions as resource, policy and programme partners. A key premise for PPD is that the engagement with countries should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization.

How can you make a difference?

The Public Partnerships Officer will support external engagement and manage contributions and reporting for the partnership portfolio within the Europe team with a focus on France, Italy, Spain, Greece, Monaco and the Holy See.

Key Expected Results

Specific outputs

  1. Actively support the coordination of Annual Consultations with the Governments of France (23-24 March) and preparation for those with Italy and Spain (May or June, TBD).
  2. Support the review and coordination of negotiations for the new Framework Agreement with counterparts in Spain following the new Plan Director VI.

Contributions management

  1. Act as a focal point for all contributions management aspects e.g. recording of donor agreements, information management and correspondence in close coordination with other divisions.
  2. Guide and support field offices and the HQ teams on contributions management issues, including providing advice on improving the quality of funding and reporting.
  3. Support negotiation of terms of partnership agreements consistent with UNICEF Regulations and Rules in coordination with the UNICEF Legal Office, HQ divisions and field offices. Ensure appropriate management of negotiated partnership initiatives and financial contributions according to UNICEF Regulations and Rules.
  4. Prepare comprehensive and substantive analyses, briefs, notes, statistics, and other information requirements for senior management's meetings with minister level counterparts, senior public sector partners and member state officials, parliamentarians, or head of major institutions.

Partner engagement

  1. Facilitate and maintain contacts with permanent missions to the UN and departments of assigned public sector partners and member states; to promote, advocate, mobilize and influence cooperation with UNICEF and the attainment of UNICEF's goals and objectives for children.
  2. Arrange and/or attend relevant meetings on assigned public sector partners/member states/region to present, represent, and promote UNICEF's goals, positions, and resource requirements.

Planning

  • Support implementation of partnerships strategies, and work plans for assigned governments/region in coordination with different HQs Divisions, Regional and Country Offices, Private Fundraising and Partnerships, and National Committees for UNICEF.
  • Implement and manage plans and activities with the objective of increasing core and quality resources from partners; identify possible sources of new and continued funding; monitor and evaluate existing fundraising channels to ensure achievement of UNICEF resource mobilization goals to meet the objectives and financial targets of the Strategic Plan.

To qualify as an advocate for every child you will have…

  • An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • Work experience: 5 years of professional experience related to external relations or resource mobilization, planning, or project management related activities is required. Candidates with some experience in contributions management or donor reporting would be preferred.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in Spanish and/or French, and English (written and spoken) required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
